Background: Community-based Disaster Risk Management (CBDRM) in Urban and Rural Settings in Quang Binh
Vietnam is one of the most hazard-prone areas in the Asia Pacific Region. Because of its topography, Vietnam is susceptible to typhoons, floods, inundation, droughts, sea water intrusion, landslides, forest fires and others. Floods, typhoons, and inundation are the most frequent disasters, with floods and storms responsible for 91% of affected persons and ranking highest in terms of economic damage. Frequent and severe flooding and typhoon increased by climate change will continue to cause damages and losses unless risk reduction and adaptation strategies are implemented on all levels and across all sectors. The aim of the CBDRM project is to contribute to the reduction of negative impacts of more frequent and severe natural hazards in the context of Climate Change on urban, peri-urban and rural populations of Quang Binh Province. Supported by Marga und Walter Boll Stiftung (Marga and Walter Boll Foundation), Vietnam Red Cross (VNRC) and German Red Cross (GRC) are supporting the local authorities and civil societies in Tuyen Hoa District and Dong Hoi City to conduct activities related to DRM and CCA.
In this project, GRC and VNRC supported the construction of small scale neighborhood evacuation units in the three most flood-prone villages of Thuan Hoa commune, Tuyen Hoa District. The process started by a Community Based Vulnerability and Capacity Assessment (VCA) highlighting the needs to tackle the risk of floods. Then local families have been selected to benefit from the construction of a safe shelter which will be used as evacuation centre for the neighborhood during the floods. The design of the construction follows the governmental standard of the Department of Construction. A strict and rigorous process ensured the transparency of the beneficiaries’ selection to avoid potential conflict amongst the population. An official list of beneficiaries was published and a feedback hotline set up to gather potential complaints. The main cost of each construction was supported by the project through conditional cash grant distribution. To encourage the replication and scaling-up of this initiative, local builders and the representatives of selected households were trained on the DoC design with the aim to set up a network of neighborhood evacuation units covering all the flood prone areas.

Purpose
GRC is seeking the service of a consultant to produce a guideline for future replication documenting the whole process to set up ‘small scale neighborhood evacuation units for floods.
This will include a technical description (process and tools) of the following phases:

Analysis of the Community Based Vulnerability and Capacity Assessment and decision-making process to construct small scale neighborhood evacuation units for floods

Selection process of the families (including complaint mechanism)

Cash grant distribution
-
Technical trainings organized for local builders on the DoC design to encourage the replication of other neighborhood evacuation units.

Construction and handover of the evacuation units to the families

Community policy and neighborhood evacuation procedure set up for flood
The targeted audience for this guidelines will be VNRC and VNRC chapters from other provinces affected by floods, and INGOs and local NGOS involved in CBDRM. The guideline will be based on the inputs of the CBDRM project team, beneficiary households and community leaders and local stakeholders in charge of DRM.

Selection Criteria
Essential:

Previous documented research experience in the areas of Disaster Risk reduction or Disaster response

Demonstrated ability and skills to develop professional layout of guideline

Good knowledge of MS Word, MS Excel and publisher

Good command of both Vietnamese and English (written and oral) and presentation skills

Ability to meet required date of guideline’s submission
