Health Informatics
Overview
The USAID Support to End TB project focuses on activities to strengthen the TB reporting and surveillance systems in line with the Government of Vietnam’s National Strategic Plan (NSP).
The Support to End TB project is seeking a qualified consultant to support the National Tuberculosis Program (NTP) and its health informatics team, technical experts and other collaborators to upgrade the NTP’s Vietnam TB Information Management Electronic System (VITIMES), the data platform that monitors routine TB programming.
Tasks and Deliverables
The consultant will deliver services to the Support to End TB Project for up to 120 days as soon as possible thru 30 September 2021. Key tasks are as follows:
- Provide technical expertise to upgrade the VITIMES reporting system, including the interoperability required with other databases and reporting systems to facilitate streamlined data flow. This will include data for drug susceptible TB, drug resistant TB, latent TB infection, active TB case finding, procurement and supply chain management.
- Provide technical inputs on the specifications, system design, and analysis for the VITIMES upgrade and support development of the specifications documents as requested, working closely with the NTP and the software company/companies that will be developing and/or updating systems.
- Work with the Vietnam NTP and USAID Support to End TB project Health Informatics team on planning, development, implementation, monitoring and evaluation of TB reporting and monitoring related databases and platforms.
- Develop SOPs, quality assurance plans and data management plans to ensure documentation and protocols are in place for VITIMES upgrades.
Reporting
The Consultant will report to Dr. Anh Innes, Chief of Party, the USAID Support to End TB Project.
Qualifications
Candidates should meet the following qualifications:
- Nationality: Vietnamese
- Education: Bachelor’s degree in biostatistics, information technology, public health or related field.
- Experience and skills:
- At least 10 years of experience working in developing health database systems, health informatics, or biostatistics.
- Experience working in national infectious disease surveillance and reporting, including TB and HIV, preferably with government entities.
- Demonstrated understanding of health program indicators, data needs and performance measurement.
- Experience in development of surveillance and monitoring and evaluation tools, data analysis, data use, and assessments.
- Knowledge and experience in software analysis and design.
- Advanced working SQL knowledge and experience working with relational databases as well as familiarity with a variety of other database technologies (e.g. Oracle, Microsoft SQL Server, PostgreSQL, NoSQL).
- Experience in SOAP, RESTful APIs, Microservices, AngularJS, VueJS, NodeJS.
- Basic ability to use common statistical software programs.
- Demonstrated report writing and presentation skills in both Vietnamese and English.
- Experience working effectively with technology vendors and government counterparts, particularly at national levels.
Cost and Payment Schedule
Total work under this contract is for up to 120 days. The consultant will be paid at a daily rate, plus any travel and accommodation costs (if required) agreed in advance and in accordance with USAID Support to End TB policy.
The consultant will be paid upon satisfactory completion of deliverables and upon receipt of an invoice.
