WWF-Viet Nam: REQUEST FOR PROPOSALS - Consultancy for the establishment and operationalization of Village Development Funds (VDFs)

The Carbon and Biodiversity Project (CarBi II) is implemented by WWF through KfW, and part of the International Climate Initiative (IKI). The Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) supports this initiative on the basis of a decision adopted by the German Bundestag. This is one of the priority conservation programmes in the Central Annamites Landscape, which holds one of the biggest contiguous natural forests in continental Asia, constituting a reservoir of rich and unique biodiversity.

By April 2022, CarBi 2 project had established 6 pilot VDFs in the 2 provinces of Thua Thien Hue and Quang Nam. After internal evaluation of 6 pilot VDFs, the CarBi 2 project is expected to replicate the VDF model in 24 participating villages. Therefore, the project has the need to recruit consultants to implement the above plan.

HOW TO APPLY:

The proposals shall be submitted FROM THE SAME EMAIL BUT IN TWO SEPARATE FILES.

• One FILE containing the Technical Proposal.
• One FILE containing the Financial Proposal.

The file for the financial proposal shall be protected by a password which shall be kept with the bidder. If the bidder passes the technical requirement threshold, WWF-Viet Nam would then request the password to open the financial proposal file. However, if the bidder loses the password or in case the file could not be opened WWF-Viet Nam would not assume responsibility.

The electronic file shall be in the form of MS word or MS excel or PDF.

Maximum size for electronic submission: The maximum size per email that WWF-Viet Nam can receive is 25MB. Bidders may need to split proposals into parts to fit this limit.
