#017 – Job Title: Special Service Agreement for Full time Project Assistant on prevention and management of Cardio-vascular diseases risks.
1. Background
Cardiovascular disease (CVD) is the number 1 killer in Viet Nam, responsible for 33% of total deaths in 2014 according to WHO estimation. Hypertension and diabetes are key important causes of CVD. According to the National survey on the risk factors of non-communicable diseases (STEPS) Viet Nam 2015, the prevalence of hypertension and diabetes among the population from 18 to 69 years old were 18.9% and 4.1% respectively. But up to 57% of hypertension and 68.9% of diabetes were not diagnosed by a doctor before. Only about a quarter of people with hypertension were currently taking medicine and only 28.9% of people with diabetes get treatment.
Excessive use of salt is also one important risk factor of CVDs. This unhealthy behaviour can cause hypertension and then CVDs. The STEPS 2015 estimated that average salt intake in grams per day in population was 9.4 gram/day, almost doubled WHO recommendation. Most of the salt in the diet comes from discretionary use (added salt-81%) instead of processed foods (11.6%) according to an earlier study by the National Institute of Nutrition in 2011. Apart from excessive use of salt, other unhealthy diet, smoking, alcohol abuse and physical inactivity also contribute to high burden of CVDs.
WHO has been providing strong support for Viet Nam in addressing the burden of NCDs including CVDs. In 2022-23 for CVDs, support from WHO will continue to focus on management of hypertension and diabetes at commune health stations applying public health approach in a number of provinces as well as communication and developing policies on salt intake reduction. This project is supported by the Resolve to Save Lives.
2. Objective
The Project Assistant will support the General Department of Preventive Medicine (GDPM) mainly in logistic issues to direct, supervise and support provinces in implementing hypertension and diabetes management at commune health station as well as communication campaign and developing policies on salt intake reduction. In addition, the Project Assistant will also support GDPM to coordinate with organizations and institutes working in the areas of NCD management and salt intake reduction in Viet Nam. Details as follows:
- Support Ministry of Health (MOH) for the implementation of the national strategy on prevention and control of noncommunicable diseases (2015-2025)
- Support implementation of Ministry of Health (MOH)’s regulations to ensure continuous supplies of essential medicine and supplies required for NCD management with a specific focus at commune health stations
- Strengthen system for reporting on NCD management including promoting use of IT application for NCD recording system
- Support communication campaigns on salt reduction in collaboration with MOH and key stakeholders
- Support development of policies and related recommendations on salt reduction targets for selective processed food, nutrient labelling, and warning signs
- Monitor the progress of implementation of NCD management and salt intake reduction in provinces and provide inputs for further improvement NCD prevention and control.
3. Specific tasks:
The Project Assistant will be based in the NCD control Division, General Department of Preventive Medicine, Ministry of Health. He or she will work under the Director of GDPM and will report to the Team Coordinator of Disease Control and Health Emergency Team, WHO Viet Nam Country Office, with the following Terms of Reference:
- To support administrative works on NCD management related activities at commune health stations and salt intake reduction activities supported by WHO in accordance with MOH’s regulations.
- To facilitate liaising with key stakeholders such as institutes, universities, organizations, and provinces for exchange of information on NCD prevention and control
- To assist in organizing meetings, workshops, training, and field trips.
- Coordinate the monitoring reporting system on NCD management and support the transition to web-based reporting system
- Support technical cooperation between WHO and MOH
- Monthly technical report to WHO.
4. Work modalities
The main methods to carry out this activity will be:
- Face-to-face consultation with NCD Division and leaders of General Department of Preventive Medicine (GDPM), other relevant MOH departments and related national institutes as well as WHO.
- Communication (through different means) with MOH, other government departments and focal points at provinces.
- Drafting and writing agendas, concept notes, meeting minutes and reports.
- Support officers in drafting proposals to implement activities and reports after finishing activities as well as reports to donors etc.; and
- Supporting administrative, financial and logistics arrangements.

6. Specific requirements
a. Education
- Bachelor’s Degree, Public Health or Business Administration is preferable.
b. Experience:
- At least 6 years working as an assistant for health projects/programmes or in business administration area.
- Experience in working with MOH is preferable.
c. Skills
- Good IT capacity and familiarity with website software and the Microsoft Office Package
- Excellent communication skills; and
- Can do budgeting/accounting.
d. Language
- Proficiency in English and Vietnamese.

8. Medical clearance:
The selected SSA holder will be expected to provide a medical certificate of fitness for work.
