INTRODUCTION

Area Development Program is a 10-15 year community development program that is an integrated approach to community development, emphasizing the process of community participation, ownership and sustainability, while addressing the macro and micro causes of poverty. WVV’s ADPs focus within one administrative district of a province which usually populated by ethnic minority people with very high rates of poverty.

This actual biblical example illustrates the importance of ensuring integrity and accountability.
Finance is a support function of WVV with the main responsibilities of maintaining and strengthening the accountability and stewardship over the financial resources being entrusted to the organization. In addition to the requirement of professional and educational background, staff working for the Finance function are required to possess a strong characteristic of honesty and integrity, as well as the ability to arrange and work under high pressure to meet very strict deadlines of financial reports submission. By working closely with the ADP/Project staff and other support staff, Finance function assists the WVV Management in achieving the office objectives by provision of improved financial management, better compliance, better controls and procedures.
PURPOSE OF THE POSITION
- To support WV Vietnam in maintaining high standards of financial stewardship
- To assist the Finance and Administration Director in ensuring that financial records comply with WV Financial Policies and Procedures, by accurately processing and reviewing journal entries and vouchers, proper management and control is maintained for all cash transactions and providing support to achieve all Finance Department and audit requirements.
KEY RESPONSIBILITIES
- Check and verify account codes used for cost centers/donors and expenditure for accuracy and consistency with the Chart of Accounts. The preparers are advised of the necessary adjustments.
- Allocate expenses, such as telephone, fax, postage payments, etc appropriately to the project or cost centers.
- Fill relevant financial records and documents properly and timely.
- Review all invoices and receipts to ensure the mathematical correctness and adequacy of the documents before payment is made;
- Maintain records for the US Dollar and VN Dong petty cash funds up to date and replenish as and when required.
- Release payments to suppliers as and when required accurately.
- Issue WV official receipts for all cash received.
- Deposit all cash received immediately or at the latest, the next banking day.
- Stamp “PAID” alll supporting documents for each and every payment.
JOB REQUIREMENT
The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:
- Bachelor degree in Accounting or Business Administration
- Basic Knowledge of accounting and finance
- Good communications skills, interpersonal skills and be able to work well in a team environment;
- Good English skills (both spoken and written);
- Good computer skills
- Experience in the proper procedures of recording and handling of cash
