The second National Consultant to provide support in developing a National Guideline on Water Safety Plan (WSP)
and conducting an online training on WSP
Background
The National Program for Water Safety for the period of 2016-2025 was approved by the Prime Minister of Viet Nam in August 2016 and multiple activities have been implemented by Administration of Technical Infrastructure (ATI) under Ministry of Construction in co-operation with other ministries, agencies and local governments.
So far, 36 provinces, including Cao Bang, Lao Cai, Ha Giang, Yen Bai, Lang Son, Dien Bien, Phu Tho, Bac Kan, Thai Nguyen, Vinh Phuc, Hai Phong, Hai Duong, Thanh Hoa, Quang Binh, Quang Tri, Da Nang, Quang Ngai, Binh Thuan, Kon Tum, Ba Ria – Vung Tau, Ben Tre, Binh Duong, Dong Thap, Long An, Ho Chi Minh, Tra Vinh, Vinh Long, Soc Trang, Can Tho, Binh Phuoc, Bac Lieu, Dak Nong, Ninh Thuan and Phu Yen, have committed and been implementing their water safety plans in compliance with the National Program for Water Safety during the 2016 – 2025 period.
By 2020, 23 Provincial Steering Committees (PSCs) have been established and put into operation. Many provinces have committed to implementing WSP but have not yet established a PSC due to the lack of awareness on the important role of this PSC. According to the result of assessment missions, many PSCs have been established but have not held any meeting to start their activities because they fail to understand WSP and their own role in its implementation at the provincial level and in the National Program for Water Safety. ATI assessment missions in 2016 also proved that every PSC plays a critical role in providing support to water utilities in WSP implementation. Therefore, both water utilities and PSCs are key actors in implementation of the National Program for Water Safety.
The interest and coordination of the PSCs are very important to the success of WSP implementation in provinces since the water utilities not only deal with their technical issues to improve their service quality but also need cooperation among relevant state management agencies (PPCs, DOC, DONRE, DARD) to protect water sources and water supply networks in the provinces. Therefore, the activity will draw attention of PSCs members to the WSP related issues and enable them to actively get involved in the process of approving WSP proposal and verification of WSP implementation in the province.
Lessons learnt from the established PSCs and the implementation of water safety plans at the water utilities have been collected by the ATI during the last few years through their site visits and reports submitted by the water utilities. There is a need to analyse and integrate these lessons learnt into the guidelines on water safety plan guideline and disseminate the guidelines at the national level. Covid-19 is a good opportunity for ATI to find out that on-line training is the best way to disseminate the guideline on WSP at the national level.
ATI is now looking for supports from WHO to hire 02 national consultants to help implementation of the National Program for Water Safety by developing a National Guidelines on Water Safety Plan to disseminate throughout the country and conducting an online training on Water Safety Plan. The second National Consultant will be in charge of institutional and water quality aspects of Water Safety Plan (WSP) in the developing guideline and in the online training on WSP.

- To provide a consultant service as the second National Consultant to Administration of Technical Infrastructure (ATI) of Ministry of Construction (MoC) in implementation of National Program for Water Safety by developing a National Guidelines on Water Safety Plan and conducting an online training on Water Safety Plan
