UNDP has been continuously supporting PAR efforts in HCMC since 1998. Two first consecutive projects supported the city government in designing and implementing the decentralization initiative under Decentralization Decree. Tested in the four delegated functions (socio-economic investment and development planning; land and infrastructure management; budget management; and organization and personnel management) this initiative was seen as a driving force for change in the management relationship the city administrative levels, providing good lessons to the central government in strategizing its decentralization policy.
The main objective of this consultancy is to facilitate for an effective process aiming at re- focusing and/or reprioritizing project interventions in order to better meet City’s reform priorities. This will constitute a basis for UNDP and HCMC authorities to define priorities to be addressed through work planning in 2010.
