Infectious Disease Advisor, Greater Mekong Subregion

NOTE: This position is contingent on award of funding. This position could be hired and posted in any of the GMS offices (Thailand, China, Cambodia, and Vietnam).

PATH is seeking an Infectious Disease Advisor to provide technical leadership to an anticipated new program initiative in the prevention and control of infectious diseases in the Greater Mekong Sub-region. The Infectious Disease Advisor will have overall responsibility for providing technical direction to activities in support of responses to infectious diseases in the Greater Mekong Sub-region. The Advisor will have primary responsibility for providing technical strategy development for infectious disease activities and initiatives; providing technical backstopping in monitoring and evaluation, epidemiology and the collection and analysis of data; and staying abreast of and contributing to the state-of-the-art in issues concerning avian and pandemic influenza, malaria, TB, and emerging diseases. Specific tasks will include:
- Assist the Chief of Party to provide overall technical strategy development and implementation for the project.
- Lead several of the 5 “twinning” provincial cross border sites for preparedness and responses to infectious disease across borders in the Greater Mekong Sub-region.
- Provide technical support and strategic direction to staff, project activities, and partner organizations.
- Assist with the development and implementation of the project monitoring and evaluation system, including project indicators and outputs, and analysis of data.
- Assist the Chief-of-Party to assure that technical priorities are undertaken in a manner consistent with the annual work plans and budgets.
- Track and monitor activities, identify problems early and initiate timely resolution.
- Represent the project to country and regional partners, other donor agencies, and USAID Collaborating Agencies to further the aims of the project.
- Represent PATH and the project in professional meetings and serve as key spokesperson for the program.
- Work closely with the PATH country program leadership in the region to integrate project activities and strategy into overall country program strategies.

Required Skills
- Demonstrated success at providing technical assistance to a developing country Ministry of Health. Preference, in descending order, for experience in the Greater Mekong Sub-region, Southeast Asia, a low-income country, other developing countries.
- Skills and experience anticipated in technical areas of infectious diseases, in particular avian and pandemic influenza, malaria, and/or Tuberculosis.
- Excellent communications skills, both oral and written in English and, preferably, in one or more of the local languages of the Greater Mekong Sub-region countries. 
- Familiarity with international health organizations (e.g., USAID, WHO, UNICEF), including working in partnership to achieve results.
- Strong verbal and writing skills; demonstrated experience in making presentations to diverse audiences.
- Willingness and ability to travel in the Greater Mekong Sub-region up to 40%.
- Required Experience Graduate degree in medicine, nursing, or public health, plus a minimum of ten years of experience implementing and/or evaluating public health programs in less-developed countries; or an equivalent combination of education and experience.
