Project Officer for Climate Change; Administrative Support to the Climate Change Component

CARE in Vietnam is a Non-Government Organization (NGO) representing the CARE International network.  CARE in Vietnam is a creative and dynamic organization, working with Vietnamese partners in the health, rural development and disaster mitigation and preparedness sectors.

CARE in Vietnam is looking for a Vietnamese individual to support a small team in realization of Climate Change Strategy.  The position is based in Hanoi with travel to provinces and districts where CARE in Vietnam works throughout the country.

The impact of climate change on poor people’s lives in Vietnam is a growing concern in CARE in Vietnam. In response, CARE wl increasingly mainstream climate change within its development and disaster reduction programs and a number of specific adaptation and mitigation projects are being planned. CARE is networking with all concerned actors in relation to capacity and policy processes which support pro-poor approaches. A dedicated climate change strategy is now being finalized which builds on CARE’s international knowledge base and learning programs and will include programming and action in the four areas of adaptation, mitigation, advocacy and internal organisational change.

CARE in Vietnam is seeking to fill the following position:  Project Officer

Major responsibilities:
1. Professional support to the Climate Change Component (70% of working time)
- Join the vulnerability assessment in Care project areas
- Under the supervision of the Climate Change Coordinator, support in implementation of activities under the component in line with agreed programme framework, programme operations and advocacy/ coordination and communication aspects
- Support the implementation of the capacity building project on climate change for civil society of CCWG and CSO VN with SRD - the Vietnamese NGO as project holder[1].
- Assist with organizing workshops, trainings, developing training guidelines and materials relating to climate change awareness raising and mainstreaming.
- Support to build capacity for partners (VNGOs, local authorities) on climate change adaptation and support partners to mainstream climate change adaptation into development projects in Northern Mountainous areas under the guidance of CC Coordinator.
- Support to introductory workshops and meetings with program staff to raise awareness of climate change and its potential impact on Vietnam’s poor people and CARE’s program goals
- Support to CARE in Vietnam’s efforts to proactively minimize its carbon footprint.

 2. Administrative support to the Climate Change Component (30% of working time)
- Conduct administrative duties related to all aspects of implementation of the climate change strategy and follow all management procedure of CARE in Vietnam.
- Ensure that all necessary financial procedures of climate change activities, including those conducted by partners are completed and in accordance with CARE’s financial management systems; 
- Take meeting minutes and prepare meeting/workshop reports
- Contribute to managing information on project process and the preparation of  reports on project activities in agreed formats;
- Arrange and expedite funds transfer, travel plans and logistics;

Selection criteria: University degree equivalent and at least two years demonstrated work experience in a relevant area.  The successful candidate must also demonstrate:
- Understanding of development and experience working with rural communities
- Familiarity with capacity building, communication activities
- Understanding of vulnerability assessment, climate change and/or environment is an advantage
- Written and oral communication skills (fluent in both Vietnamese and English)
- Liaison, strong representational and interpersonal skills
- Well organised, self motivated, flexible
- Ability to work effectively as a team member and with minimal supervision
- Willingness to travel to project areas

A salary package for this position will be provided at start point.
