Volunteer Program Officer

Position title:               Volunteer Program Officer - VPO          
Workplace:                  HFHI Vietnam Southern Resource Centre - HCM City
Reports to:                  HRC Senior Manager, Volunteer Program Manager
Relates to:                  Program Unit; Project team leaders; local partners & officials, local & international volunteers and local & International team leaders

Overall responsibility:
Develops implements and monitors Global Village, Youth Programs and Volunteer Services. Directly support volunteers and teams. Ensures high level of customer service to volunteers and project teams; provides timely
and effective communication to stakeholders. Directly supports local staff and partners in hosting processes while providing feedback to VPM for developing and improving strategies, policies and practical application for
risk mitigation to protect the volunteers, their sending programs and local hosting networks within the host country and communities.

Key areas of responsibilities:
Program Development:
- Supports VPM, Program and Resource Development teams to deliver effective volunteer programs
- Monitors and supports the implementation of volunteer teams
- Develops standard monitoring and evaluation processes for all volunteer initiatives
- Works closely with the Staff and project partners and does regular project visits with program staff
- Regularly reports progress reports on GV, CCYP and Volunteer Services to the Volunteer Manager

Global Village:
- Assists in developing the GV programs; directly supporting teams while in country
- Coordinates arrangements for logistical needs of incoming teams with project team and local partners
- Assists in training the staff and project partners; monitors & evaluates events; provides recommendations to VPM and program team
- Assists in development and team recruitment of local and outbound GV teams from Vietnam
- Assists in developing International Volunteer Program (IVP) and Domestic Volunteer Program (DVP)
- Provides information and trains to local staff and project partners regarding volunteer program opportunities and management - focuses on risk mitigation and policy compliance

Youth Programs:
- Assists in developing national youth programs with focus on HCM HRC's working area.
- Supports the design and delivery of training to local staff and project partners in volunteer programs; monitors learning and application for ongoing program development
- Assists the staff and project partners in promoting Habitat to youth organizations, schools, corporations by developing and delivering appropriate presentations and communication tools

- Strong team-building, participation and support skills; effective and respective in cross-cultural settings; excellent interpersonal and communication skills
- Very good problem solving skills and ability to coach others in problem solving techniques
- Ability for develop, follow and accomplish plans and goals while assisting team do same. Skilled in providing regular feedback, both positive and corrective, with other motivational and interpersonal skills to direct reports and team
- Excellent Bi-lingual proficiencies in spoken and written English & Vietnamese. Commitment as a 'life-long leaner'; willing to evaluate personal and professional growth/development
- Computer literate in MS Word, MS Excel, power point, virtual communication, current windows applications, etc.

Experience & Education requirements
- University Degree in Community Development, Travel & Tourism, Humanities, International Relations, Communication or related fields.
- 2 years progressive experience in hospitality/tourism and/or community initiatives, training and mentoring, preferably with exposure to volunteer management
- Excellent networking and communication skills to manage a variety of professional relationships needed to support program needs (schools, businesses, transport, hotel, restaurants, government officials,  etc)
- Previous experiences in working with international community and understanding and development of risk mitigation for organizational and partner protection.
- Previous experience in volunteer recruitment and support activities.

Remuneration Range: Grade R2, Level C

Benefits will be provided as guided by standard labor policies and practices of the Socialist Republic of Vietnam as related to INGO operations in Vietnam and guided by best practices from HFHI policy and guidelines.
Annual or project specific job plans will be developed with supervisor and management team will objectively guide and serve as assessment tool for regular (3-6 months) performance assessments and formal annual or end of project performance appraisals.
