Terms of Reference

1. Summary

Title: Development of short videos

Position: Video Maker - 1 consultant / consultancy team

Duration & timing: maximum 10 working days over the period from July to August 2022

Duty station: video shooting in Quang Binh province and home based

Reporting: German Red Cross Project Manager

2. Background:

The German Red Cross (GRC) is part of the world wide Red Cross and Red Crescent Movement assisting victims of conflict and disaster and people affected by social or health related crisis. The Red Cross Movement provides to vulnerable people assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. In Vietnam, the GRC is supporting its local partner, the Vietnam Red Cross (VNRC), to implement projects in the field of Disaster Relief & Rehabilitation, Disaster Risk Reduction & Climate Change Adaptation.

With its new project in Forecast Based Financing, the GRC is taking disaster relief into a new era: away from pure reaction and towards anticipation. This 16 months project aims at reducing loss of household food, belongings through the development of forecast based financing standard early actions for anticipatory humanitarian actions. Forecast-based Financing (FbF) is an innovative mechanism that uses climate and weather forecasts to trigger timely humanitarian action, before a hazard hits the exposed population. These actions are automatically funded when the triggering forecast is released. One of the key objectives of this project is to document practical experiences and learnings on FbF for wet cyclone, and to widely share the learnings for replication and scaling up. For this purpose, the GRC is looking for a consultant/consultancy team who will develop short videos to document the implementation of the project and the experiences gained in the process.

3. Purpose:

The purpose of this consultancy service consists in developing audio/visual contents (videos, photos) including 02 (two) short movies (4-5 minutes) to explain the procedure to protect household belongings during floods.

4. Delivery and Timeline

The deliverables of the two movies will be developed in English and Vietnamese. The main target audiences of those documentations are Red Cross volunteers who will support vulnerable households to protect their belongings when cyclone-induced floods are forecasted. Secondary target audiences  includes the Red Cross Red Crescent National Societies and Partners Societies, INGOs, government ministries and donors.

The GRC is expecting that during the project the service provider will take part in field trip in Quang Binh province for shooting field actions of RC volunteers

5. Duty Station

The consultant will travel to Quang Binh province for shooting and be home-based to finalize videos

6. Selection Criteria

Essential:

• Previous experience in undertaking video assignment for an organization with demonstrated attractive professional portfolio.
• Understanding of local context and developments in Vietnam
• Well equipped with professional grade videography/photography equipment
• Proven post production experience creating video stories
• Demonstrate an understanding of the communication requirements of a non-profit organization;
• Experience to work with Red Cross movement partners in Vietnam

7. Application Procedure

Interested candidates are invited to send their offer in English consisting of a CV, a financial offer (in Vietnam Dong currency) and a letter of motivation to [email protected] (email) OR by post to Mrs Nguyen Thi Hoa, German Red Cross, Level 7, 59 Quang Trung Street, Hanoi. The financial offer should propose a daily rate all-inclusive which includes: all taxes, remuneration for all team members, cost of material and equipment, production costs, transport & accommodation cost if any, etc.

The financial offer should indicate clearly the Net and Gross calculation. All submissions must be received by 29th July 2022.
