Value Chain cum Monitoring and Evaluation Consultant

SNV Vietnam is looking for a Value Chain cum Monitoring and Evaluation Consultant.

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+.

SNV is engaged in the agriculture sector implementing Value Chain, Inclusive Business and Climate Change adaption and mitigation activities. SNV is currently implementing two projects namely Spice of life: Leveraging the spice sector for poverty reduction amongst ethnic minority communities in Northern Vietnam” and the project to “Develop High Quality Tea Value Chains for Poverty Reduction amongst Ethnic Minorities in Northern Vietnam, Laos and Myanmar” initiated and under the MARP programme, and funded by the Swiss Agency for Development and Cooperation. The overall goal of spice of life project is to “Improve the livelihoods of ethnic minority groups who rely on NTFP spices in the northern mountainous region of Vietnam by increasing the income derived from NTFP spices by enabling their market access and linkages” and for ShanTea project is to “Improve livelihood sustainably for ethnic minority tea producers in Lai Chau, Lao Cai, Ha Giang through well-developed Shan Tea value chains”

SNV Vietnam is seeking a highly qualified national candidate to fill in the post of Value Chain cum Monitoring and Evaluation Advisor.

For the value chain development assignment of the Spice and Tea project assignment: 120 days

- Support to the development and implementation of business and market-based spice and tea value chain activities.

- Provide efficient and effective advisory services to project partners and beneficiaries (provincial authorities, private sector companies and local NGOs, farmers) within defined assignments;

  • Market awareness, strategies and market development opportunities
  • Business development
  • Evidence based policy advocacy in regard to market and business development

- Assist in the identification of business opportunities with local partners towards further strengthening and expansion of their spice and tea production activities in Vietnam.
- Support to conduct the research, analysis and make recommendations about the microeconomics of the spice & tea industry and the microeconomics of the food/ medicinal/ aromatic commodities market.
- Identify market linkages and market opportunities for farmers, processors and traders, (retailer, wholesaler) at domestic and international markets.
- Co-develop terms of reference for the engagement of Local Capacity Builders (LCBs) and consulting experts. Based on that supervise the LCBs and consultants throughout the implementation of their assignments.
- Capacity building of client or target group organizations.
- Support small holder spice producers to participate in the spice & tea value chain through the projects initiatives.
- Support the collective learning in client/activity teams and/or expertise groups.

Responsibilities

For the M & E assignment: 70 days
- In cooperation with colleagues in the agriculture program lead, apply and promote relevant planning, monitoring and quality assurance standards that are compatible to the SNV internal standard called
Managing for Results (MfR) including Planning, Monitoring and Evaluation (PME), as well as international standard as per donor specifications;
- Maintain and update project records in the MfR systems and provide regular reports to project managers,  Business Development Unit and agriculture team on project progress as requested and scheduled;
- Implement project monitoring and quality assurance compliance at the field level for agriculture projects in conjunction with project staffs and stakeholders:

  • Update M&E framework for existing and new projects;
  • Review and update the set of indicators (both quantitative and qualitative) for projects;
  • Coordinate and organize stakeholder mapping, mid-term review and final evaluation;
  • Execute regular monitoring to track implementation progress and compile data on indicators and achievement of results, targets, and milestones over the life of the project to ensure that all project targets are met;
  • Participate in field activities and provide in-time recommendations for further improvement of project implementation;
  • Assess overall and specific project objectives, intermediate results and sub-results;
  • Communicate findings for different audiences, facilitation of yearly planning workshops;
  • Contribute to reporting activities (semi-annual progress reports, annual reports and other project documentation);
  • Ensure that all requirements of donors on project monitoring and evaluation are strictly followed;

- Provide support to Agriculture Sector Leader and Project Managers to ensure smoothly running of project activities;
- Train, advise and coach staff in the agriculture program as well as partners in applicable planning, monitoring and quality assurance standards, including:

  • The design and/or regular review of project log-frame and planning matrix, corresponding indictors and projections of change (theory of change), measurement plans, data analysis and aggregation and reporting.
  • Understanding and guiding the use of appropriate qualitative and quantitative data collection techniques

- Maintain and update progress monitoring for Agriculture sector on a regular basis (monthly, quarterly, half-yearly);
- Ensure the integration of gender mainstreaming and social inclusion into project implementation;
- Be a resource of information for agriculture program staff related to planning, monitoring and quality assurance standards;
- Contribute to program reporting and documenting in line with program and SNV strategy and development plan;
- Contribute to the preparation of project proposals in relation to expectations and compliance to planning, monitoring and quality assurance standards;
- Facilitate peer learning and knowledge development through monitoring and evaluation;
- Other duties as required and may include but not limited to supporting advocacy and communications efforts, supporting/leading internal review activities, supporting project implementation activities.

Candidate profile

  • Vietnamese citizen
  • Master or bachelor degree in economics, international development, /agriculture, business or other relevant disciplines;
  • At least 3 years of relevant working experience with international organizations;
  • Experience in working with private sector (i.e. agribusiness, traders, food processors, other related);
  • Experience at least 3 years of working experience in private sector development with proven market linkages experience and proof of written work.
  • Experience with and expertise in relevant development approaches (e.g. BDS market development, value chain development, public-private partnership) and in organizational development (required);
  • Sound knowledge and experience in monitoring and evaluation of projects and or programs as well as gender and social inclusion;
  • Willingness to travel to project field sites on a regular basis;
  • Experience in working with stakeholders at all levels (provincial, district, commune), and with mass organizations; Excellent communication (speaking and writing) skills in English and
  • Vietnamese;
  • Knowledge of and experience with methods and techniques of value chain analysis, sub sector market analysis and market
  • Familiarity with international trade dynamics
  • Good computer skills in MS-applications (Word, Excel, Internet, Email).

Contract Duration: SNV Vietnam offers 190 days LCB contract with the possibility of extension.
