Winrock International, an international not for profit organization, is seeking applications for the position of Gender & Youth Specialist and Integrated Landscape & Climate Change Planner in a multi-year USAID-funded Program named Vietnam Forests and Deltas (VFD).This program supports the acceleration of Vietnam’s transition to climate-resilient, low emission, sustainable development by improving land-use planning and forest and natural resource management and engaging communities in development of action plans to address climate risks and vulnerabilities. The program supports both climate change mitigation through land use planning and REDD+ activities and climate change adaptation through disaster risk reduction, development of early warning systems, and demonstrations in disaster resistant housing and water systems. This is a five year project with a total value of approximately $26.5 million USD.The project comprises of 3 technical components as Sustainable Landscapes, Adaptation and Coordination & Policy Support at National Level.

1) Gender & Youth Specialist

The Gender & Youth Specialist is responsible to ensure inclusions are well taken into consideration when performing the entire project activities, including special consideration to support enhanced participation and benefit for women, youth and other disadvantaged groups in the project areas. S/he will be based in Hanoi city and travelling as required to project’s target sites such as Nam Dinh, Long An, Nghe An and Thanh Hoa provinces.

Responsibilities:

- In collaboration with the project team, lead Gender Assessment and Development of Gender Action and Youth Engagement Plan (GAYEP) for the program to maximize project impact on beneficiaries
- Effectively manage relationships with project and partner staff to implement GAYEP. Train and provide support to project and partner staff in effective techniques for analyzing and addressing gender within project activities
- Provide ongoing counseling, guidance and training to VDF staff and partners on applying gender-sensitive and youth-inclusive approaches to activities, including engaging women and youth in planning and implementation
- Follow-up and monitor implementation of GAYEC by all parties; monitor women’s and youth participation in all program activities and timely address under-representation
- Contribute to quarterly reports and success stories. Assist with gender and youth relevant data collection, analysis and dissemination. Serve as the point person for gender and youth with the donor and be responsible for coordinating and preparing all required reports.
- Identify and document best practices and challenges in addressing gender in climate adaptation initiatives.

Qualifications:

- Advanced degree or equivalent professional experience in gender in development, youth engagement or related field
- At least 3–5 years of experience in conducting gender integration, youth development,  community mobilization, and training working in one or more sectors including natural resource management, agriculture, climate change, rural development
- Demonstrated ability to lead and work effectively with partners and transfer knowledge to diverse audiences through workshops, training, meetings applying participatory methods
- Excellent analytic, organizational and computer skills;
- Ability to work both independently and in a team
- Willingness to travel approximately 25% of time within country
- English and Vietnamese language fluency
- Effective interpersonal skills, creative problem solving, conflict and ethical management skills
- Excellent written and oral communication skills

2) Integrated Landscape & Climate Change Planner

Responsibilities:

- Lead planning activities designed to promote mainstreaming of climate change (CC) into government planning processes as well as direct development away from areas exposed to high climate risk.
- Work with commune and district level officials to develop CC action plans integrated with socio-economic development plans.
- Manage, as well as undertake, various technical investigations, including assessment of CC risks, analysis of trends in socio-economic development and the application of spatial planning methodologies.
- Consult with government staff and other stakeholders at all levels to assess current practice for CC mainstreaming and to identify capacity development needs.
- Work closely with national and local partners to develop processes and systems that can be applied and replicated to address CC risk with spatial planning.
- Work closely with national and local partners to design and conduct initiatives to pilot CC mainstreaming in planning as well as lead capacity building activities for provincial officers on spatial planning as a tool to address CC risk.
- Prepare and facilitate workshops and training sessions for advocacy, awareness raising and capacity building on CC and spatial planning issues.
- Promote the principles of green growth and lead activities for emissions reduction across sectors.
- Consult with government and private sector stakeholders to develop innovative incentive mechanisms to encourage development away from high-risk areas.
- Work closely with the monitoring and evaluation (M&E) specialist to ensure development and proper application of M&E tools.

Qualifications:

- Master’s level qualifications from a recognized university in a field directly related to planning, environment, geography or the applied sciences
- At least 8 years relevant experience, including ODA projects involving spatial planning, land use planning, natural resource management or strategic environmental assessment
- Demonstrated experience with planning systems, land administration and land management in Vietnam
- Knowledge and experience with climate change adaptation, climate change mitigation and natural disaster risk management
- Strong technical skills in spatial planning, and familiarity with GIS presentation tools is highly regarded
- Demonstrated ability to work with the private sector as well as with different levels of government in Vietnam including provincial, district and commune levels
- Knowledge and experience with developing and delivering training sessions as well as participatory workshops
- Excellent interpersonal and oral and written communication skills (English and Vietnamese)
- Demonstrated and proven record to working in a multidisciplinary team under changeable and complex circumstances.
