Training & Extension Director

INTRODUCTION
ACDI/VOCA is a non-profit international development organization that delivers technical and management assistance in agribusiness, financial services, enterprise development, community development and food security in order to promote broad-based economic growth and vibrant civil society. Based in Washington, D.C., ACDI/VOCA has empowered people in developing and transitional nations to succeed in the global economy for 45 years and in 145 countries. In Vietnam, with funding from USDA and USAID, ACDI/VOCA has been implementing the Sustainable Cocoa Enterprise Solutions for Smallholders (SUCCESS Alliance) project. To date, the project has introduced cocoa best agricultural practices to over 22,000 smallholder farmers in 6 provinces in the South and Central Highlands of Vietnam. We are seeking an experienced person to work as the Training & Extension Director for the ACDI/VOCA Vietnam Office. The estimated start date for this position is December 1, 2010 to work through September 30, 2011 with a possibility of extension based on the availability of funding.

PRIMARY RESPONSIBILITIES
The Training and Extension Director (TED) role entails managing and  supervising  progress of all the Alliance’s Field training activities in all  provinces that Success Alliance ( S/A) project are conducted This will also include and liaising with the project partners in provinces and other partners of the SUCCESS Alliance regarding to training activities. The TED’s role extends to managing all aspects of logistical support for the training activities, as well as updating training materials and developing new training units.  Specifically, he/she will assist to identify areas of expansion and development for SUCCESS Alliance, ensure ACDI/VOCA gender strategy is implemented

SPECIFIC DUTIES AND RESPONSIBILITIES

Training and Extension Responsibilities
- The TED’s role entails monitoring and supervising the implementation of Training of Trainers (ToT) and In-Service Training (IST) activities in all provinces where SUCCESS Alliance is active. In addition to regular TOT/IST, the TED will propose trainings that are essential to ensure the success of the project such as local human resource development purpose or new techniques/new approaches.
- The TED will also be responsible for developing and revising training and Agricultural Extension materials. On an ongoing basis, s/he will collect, identify, and analyze cocoa farmer’s training needs to  provide technical guidance and training supports to project partners in planning and implementation of TOT, IST and  farmer field school (FFS) activities as well as the other agricultural extension activities.

Monitoring Responsibilities
- The TED will travel to all provinces as needed to monitor and evaluate the effectiveness of the project’s training activities and to address any training issues. In cooperation with the M&E Coordinator, review and summarize main points from the quarterly performance reports of PMBs before submitting them to the Chief of Party.
- In cooperation with M&E Coordinator, collect and compile success stories of SUCCESS Alliance in connection with project partners and project beneficiaries.

Reporting Responsibilities
The TED will report directly to the Chief of Party and will write and/or contribute to project reports as necessary.

Qualification Requirements:
Candidates will be assessed based on the following:
- Bachelor’s Degree or Master Degree in related fields, agriculture will be an advantage.
- At least 10 years’ experiences in agriculture (perenial crops preferred), agricultural extension, farmer group approach
- At least 8 years of experiences foreign funded development projects and program in which 3 years is at team leader position
- At least 5 years in development, organization and implementation of training activities
- Knowledge and experience in participatory trainings, mornitoring and evaluation
- Leadership and ability to manage delegated responsibility
- Work accuracy, organized records and reporting
- Professional discipline
- Good teamwork
- Fluency in English
