SCOPE OF WORK

Position: TRAINING AND M&E ASSISTANT
Base of Operation: HANOI, VIETNAM

Program Background:

The USAID Trade Facilitation Program is a five-year program that aims to support Vietnam to adopt and implement a risk management approach to the clearance of goods at Vietnam’s borders; simplify and streamline specialized inspection; and take steps to facilitate implementation of the World Trade Organization’s Trade Facilitation Agreement (TFA).

More specifically, the Program will work with the General Department of Vietnam Customs (GDVC) to strengthen Vietnam’s National Trade Facilitation Committee (NTFC) and any working groups; streamline border clearance procedures (including specialized inspection (SI) implemented by other line ministries and agencies); harmonize the implementation of risk-based approaches between the national and provincial levels; train national and provincial customs officers and staff from other ministries on risk management; and facilitate dialogue between customs and business and between relevant stakeholders in Hanoi and in the provinces.

Overview

The Training and M&E Assistant role will be a full-time position based in Hanoi. The Training and M&E Assistant will support the Training Coordinator and technical team in planning and conducting capacity-building events (i.e. training, workshops, etc.) across the four program components (70%), and support M&E specialist in M&E activities (30%).

Responsibilities and Tasks

The Training and M&E Assistant will support the following activities:

  • Assist Training Coordinator and M&E Specialist with the design, coordination, and implementation of training events.
  • Assist with the gathering and, analysis of data related to training courses for M&E purposes; and
  • Other work and contributions to the program as directed by the Training Coordinator/M&E Specialist and/or the Chief of Party.

The Training and M&E Assistant will be responsible to support Training Coordinator and M&E Specialist to undertake all activities and tasks relating to training/ workshops as defined in the Program’s Annual Work Plan, and M&E, including the following:

1. Assist Training Coordinator to

  • Design and develop training program based on an Annual Work Plan;
  • Inform relevant agencies and trainees of training programs, and provide all necessary information to ensure smooth coordination and implementation of activities;
  • Conduct organization-wide training needs assessment and identify skill or knowledge gaps that need to be addressed;
  • Design, prepare and order training facilities and materials (e.g. hand-outs, visual aids, etc.);
  • Assess effectiveness and impacts of training on trainee skills and KPIs;
  • Maintain and update curriculum database and training records;
  • Translate materials/ interpret for trainings/ workshops when required; and
  • Other tasks assigned by Training Coordinator or the Chief of Party.

2. Assist M&E Specialist to

  • Review/ establish baseline and targets, including surveys and studies;
  • Verify data sources for all indicators;
  • Develop data collection instruments;
  • Update data collected from activities;
  • Prepare reports on M&E; and
  • Other tasks assigned by M&E specialist or the Chief of Party.

Qualifications

  • Bachelor degree in economics, business administration, international trade, trade policy, customs administration, social field;
  • Minimum 5 years of experience working with development programs/international organizations, or 3 years of experience for those with an advanced degree;
  • Proven strong knowledge and experience of working in education or training field;
  • Proven strong experience in working with Vietnamese Government agencies in coordinating and conducting training/ workshop;
  • Proven understanding and experience of working in data collection and management;
  • Proven experience in data tracking/ verification, data cleaning, data protection;
  • Ability of solving problems as well as exercising considerable analysis and judgement to identify solutions;
  • Proven strong experience in translating documents and interpreting for trainings/ workshops;
  • Strong communication and interpersonal skills plus excellent oral and written communication skills in both English and Vietnamese; and
  • Proficiency in word processing, spreadsheets and office software such as Microsoft Word, Excel (advanced), PowerPoint, SPSS, and Google Applications.

Reporting

The Training and M&E Assistant will report to the Chief of Party.
