Three (03) National Consultants Support MoHA to Study and Propose New Government Structure (XIIIth term)

The Ministry of Home Affairs (MOHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving PAR efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the PAR Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) Public Administration Reform process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.
With regard to the development of the XIIIth Government Structure, which is one of the pillars of PAR Master Plan 2011 – 2020 and given the Annual Workplan 2011 approved by UNDP and MOHA, the UNDP – MOHA project will support a group of national senior experts (3 persons) for MOHA (Department of Organizing and Staffing) in doing research, analyzing, evaluating the XIIth Government Structure and giving recommendations to develop a new structure for the XIIIth Government.

It is suggested that the study team includes 03 national consultants (02 senior national consultants and 01 national researcher)
- The senior national consultant (team leader) will lead the research and study and have the overall substantive guidance, methodological advice to other team member.
- The senior national consultant will provide contextual and substantive inputs to the team. She/he will help identifying, in collaboration with the national researcher, key source of information for the research, as well as provide technical advice and contribute to the outputs of the research. She/he will ensure current national policies and priorities are adequately addressed in the study report.
- The national researcher will support with data collection, contact key informants and support arranging meetings, interviews etc. She/he will ensure that all identified relevant documents are collected and reviewed and will work in close consultation with the senior national consultants and will provide administrative support where needed.

The main output is a study report of about 25-30 pages long (single-spaced) and a power point presentation (12-15 slides) summarizing the evaluation of XIIth government structure and proposal XIIIth government structure.

The total duration of the assignment for the group of experts is 40 days (40days/team leader and 2nd consultant; 30 working days for national researcher) excluding public holidays, Saturdays and Sundays.

The working station is at the Office of DOS, MOHA.
