The Mekong Program is a PATH business unit composed of country teams in Vietnam and Myanmar. We also provide assistance to public health programs in Cambodia and Laos. We do not have any active projects in Thailand at this time. Our regional, multi-country approach is enabling PATH to maximize regional talent and expertise, learn and replicate in similar environments, and address public health threats such as multi-drug resistant tuberculosis and malaria that know no borders.

PATH seeks a Temporary Office Accountant to provide financial and administrative support to the office. Under the guidance, supervision and direction of the Finance Manager (FM), the Accountant’s specific responsibilities include:

Responsibilities:

  • Maintain, verify and reconcile office petty cash (PC), record PC expenses of Hanoi and HCMC offices in to accounting book and replenish as needed.
  • Check receipts and supporting documents in both hard and soft copies; create requisitions with document scanning, deposit memos/general journal transactions for
  • payments of office expenses and account balances in the accounting software (BW).
  • Prepare payment request relating to Airfare monthly with receipts and invoices for each project and office.
  • Liaise with the banks for cash withdrawal for office and projects, bank transfers and other bank related transaction issues and accounts.
  • Track accounts in BW to monitor travel advances/expenses, workshop/meeting expenses and other expenses.
  • Process other steps of remittance in BW with random check on supporting documents.
  • Conduct bank fee calculations and process bank/cash account reconciliations at the end of the month.
  • Create salesforce payment request for office expenses.
  • Check and follow-up for completion of timesheets of staff for salary payments.
  • Prepare staff payroll, tax and benefits; create salary payment transactions for staff and consultants, provide supporting documents to IAS monthly.
  • Act as key person to liaise with Tax Department, prepare for monthly declaration/reconciliation of insurances and taxes
  • Provide guidance to the staff on taxes and finance related issues, regularly update staff with the new policies if any.
  • Manage filing of related financial documents.
  • Back up FM with other tasks at her absence.
  • Other tasks as assigned

Required skills and experiences:

  • University graduate with finance/accounting background preferred
  • Solid knowledge of Government Social Insurance and Tax laws
  • Experience in all aspects of accounting including account payables, account receivables, financial reporting, bank reconciliation, payroll administration, and tax accounting
  • Minimum of 3 years relevant work experience
  • Experience working with INGOs a plus
  • Good computer skills in Microsoft Word, Excel and accounting software
  • Well-organized and attention to details skills
  • Good communication skills
  • Proven interpersonal skills and ability to work effectively in a team under high pressure
  • Good problem solving and time management skills
  • Excellent Vietnamese and good English skills

Position Type: Full-Time/Regular: 7 months

Must have legal authorization to work in Vietnam.
