FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment; combatting trafficking in persons; COVID-19; tuberculosis case finding and treatment; anti-microbial resistance; health system strengthening; maternal and child health and nutrition; and diagnostic and laboratory services.

The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a five-year, global project focused on HIV, COVID-19, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief and the United States Agency for International Development. EpiC is seeking a qualified and highly motivated Vietnamese candidate to serve as Technical Specialist or Technical Advisor, Mental Health and Psychosocial Support (MHPSS) for the EpiC project, based in Ho Chi Minh City. This position is currently funded through December 2023 with the possibility to extend based on funding availability. Final title and responsibilities will be based on skills and experience.

Main responsibilities:

Technical Leadership (~60%)

  • Liaise with three technical teams (HIV, COVID, and combatting trafficking in persons) to unify project efforts in mental health and psychosocial support (MHPSS).
  • Build and/or maintain relationships with departments of health, entities of the Ministry of Health, education institutions, MHPSS experts, other international organizations, etc.
  • Oversee technical capacity building among project staff and community-based partners.
  • Develop and lead innovations in MHPSS programming.
  • Coordinate with EpiC’s headquarters staff and other country programs to incorporate and share MHPSS resources and experience.
  • Review program data and make appropriate programmatic pivots to meet targets and fill service gaps.
  • Develop manuscripts, presentations, and other knowledge products promoting successes, lessons learned, and knowledge gained via MHPSS programming.

Project Management (~40%)

  • Oversee MHPSS-specific workplan with the Ho Chi Minh City Department of Health.
  • Monitor deliverables completed by consultants.
  • Foster and maintain relationships with senior leaders at the Ho Chi Minh City Department of Health.
  • Lead reporting and response to ad hoc requests related to areas of technical expertise and leadership.
  • Ensure MHPSS efforts are delivered on-time, within scope, and on budget.
  • Support business development in MHPSS.
  • Represent EpiC at national and international events.
  • Facilitate collaboration and a supportive environment with implementing partners and other project staff.
  • Other duties as assigned.

Experience and abilities for the position:

  • Advanced degree in social work, psychology, public health, or related field. Formal training in counseling, self-care, self-compassion, and other relevant MHPSS disciplines preferred.
  • 8+ years’ experience in management or technical implementation of MHPSS initiatives or other health projects in Vietnam (10+ years for Advisor level).
  • Exceptional skills with Microsoft Excel, Word, and PowerPoint.
  • Experience with USAID or other international donor-funded projects.
  • Well-developed written and oral communication skills in both Vietnamese and English.
  • Ability to travel as necessary.
