Abt will implement the Sustainable Financing for HIV Activity (SFA) in Vietnam, a two-year program funded by USAID/PEPFAR to support Vietnam’s transition from an HIV response primarily funded by international donors to one funded and operated by the Government of Vietnam (GVN) through public health facilities and the social health insurance (SHI) scheme. 

Reporting to the M&E Director, the M&E and Communication Program Officer will develop communications products and assist in the preparation of all project reports, including incorporating M&E results.

Key Roles and Responsibilities

  • Represent Abt Associates and the project as M&E and Communication officer in discussions with clients, Government of Vietnam, and others;
  • Coordinate with the M&E and Communications officers at other implementing partners and clients as needed;
  • Take primary responsibility for collecting evidence of achievements and accomplished deliverables as a result of SFA activities;
  • Manage, edit and store all relevant reports and material produced as a result of SFA activities;
  • Work with technical leads to draft regular reports to USAID as weekly bullets, monthly updates and quarterly reports;
  • Develop and tailor the monitoring and evaluation tools for project activities.
  • Prepare graphs, charts, tables and other visual data presentations as requests;
  • Coordinate communication activities on behalf of SFA/Vietnam;
  • Produce and disseminate communications materials;
  • Take lead in communications aspects of project workshops/events;
  • Take lead in writing project success story and preparing project video;
  • Take a technical role where communication activities are required as part of SFA’s current activities.

Preferred Skills / Prerequisites 

  • Master degree  and at least 3-5 years of relevant work experience, particularly in HIV and health policy;
  • Proven experience of working with Government of Vietnam and Ministry of Health;
  • Proven experience with communications and M&E;
  • Knowledge of Social Health Insurance (SHI) issues and key stakeholders in Vietnam, including experience with MOH and VSS;
  • Demonstrated ability to work effectively with government counterparts and coordinate various actors such as  Ministry of Health units, other ministries and government agencies, donors and NGOs; and
  • Proven professional knowledge of MS Office applications and appropriate organizational skil
  • This position is based in Hanoi, Vietnam and is limited to Vietnamese nationals.

Minimum Qualifications: ( 2+ ) years of experience OR the equivalent combination of education and experience.
