Technical Officer

Chemonics International seeks a Technical Officer (based in Hanoi, Vietnam) to support Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project. The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world.

In Vietnam, the project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

In close coordination with the technical team including HSS, quantification and data management , the Technical Officer will support in providing technical assistance for relevant government authorities, including the Vietnam Administration of HIV/AIDS Control (VAAC), National Centralized Drug Procurement  Center (NCDPC) at the Ministry of Health (MOH), and Vietnam Social Security (VSS), in quantification, and supply management activities related to HIV/AIDS commodities procured by Social Health Insurance (SHI) fund including but not limited to supporting VAAC as liaison and partially seconded staff.

Principal Duties and Responsibilities (Essential Functions):

  • Facilitate the coordination and communications between the Vietnam Administration of HIV/AIDS Control (VAAC)/Ministry of Health counterpart and GHSC-PSM team, and serving as liaison to help ensure effective transmission of information and requests;
  • Work as focal point to coordinate with peripheral staff on collecting the demand, stock and patient reports; managing the distribution, delivery services ensuring an uninterrupted ARV drug supply and treatment for patients supported with PEPFAR- or SHI-funded commodities.
  • Provide capacity building to peripheral-level health staff on ARV quantification skills, reporting tools and compliance with official procedures.
  • Contribute to the development of quarterly supply planning of ARVs and facilitate procurement procedures upon request.
  • Support ongoing supply chain data utilization and quality assurance efforts, including review of guidelines, tools, standard operating procedures (SOPs), and manuals;
  • Work closely with Senior Data and Logistics Officer to facilitate the approval of PEPFAR annual procurement plan, the importation permit and duty waiver processing of PEPFAR supported commodities.
  • In conjunction with Health System Strengthening Manager and other technical staff, will assist to implement technical assistance activities related to quantification, procurement and supply chain management of health commodities in the approved workplan and others requested by donors and government partners.
  • Be active in following up with related partners on technical assistance activities to ensure deliverable timeline and quality.
  • Maintain good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual;
  • Produce and/or provide inputs on annual workplan, routine and ad-hoc reports including supervision reports, stock status reports, quantification and forecasts requested by Health System Strengthening Manager and project management team;
  • Support the achievement of the overall project goals as required to ensure project performance;
  • Maintain effective working relationship with donor, government partners and other stakeholders;
  • Perform other tasks assigned by Health System Strengthening Manager and project management team of GHSC-PSM project in consultation with the Head of HIV/AIDS Treatment Department/VAAC.

Qualifications:

  • Minimum three years of experience in supply chain management for health commodities, particularly at the national and provincial levels;
  • Bachelor’s Degree in a relevant field required, preferably in pharmacy, public health, or health sciences;
  • Experience working on a USAID or donor-funded project preferred;
  • Experience working with the Vietnamese Ministry of Health preferred;
  • Excellent interpersonal and communications skills;
  • Fluency in Vietnamese and advanced English required.

Location of Assignment

  • This is a long-term position for the life of the contract based in Hanoi, Vietnam with intermittent travel throughout the country.

Supervision

  • The Technical Officer will report directly to the Health System Strengthening Manager.
