In order to provide continued supports for a local manufacturer (IVAC) in Vietnam with capacities to produce WHO-GMP quality influenza vaccines, PATH seeks a Technical Officer to provide technical assistance and monitor all technical aspects of the Supporting Institute of Vaccines & Medical Biologicals (IVAC) to produce WHO-GMP Influenza Vaccines project as a component of Enhancing influenza vaccine development in Vietnam during an extension period which will end by July 31, 2013. The overall goal of the project is to build regionally based independent and sustainable influenza vaccine production capacity in Vietnam. The Technical Officer will work closely with senior international and national PATH staff, subject matter experts/consultants, other country partners (Ministry of Health, vaccine manufacturers and other related agencies) in implementation of project activities. Specific responsibilities include:

- Manage local partner relationships and vaccine development activities.
- Provide support to the local partners in upstream influenza vaccine process development.
- Provide support to local partners in vaccine formulation development activities and the design of preclinical studies.
- Participate in interpretation of scientific data and conclusions from vaccine development projects.
- Assist in preparation and contribution to publications, reports, and regulatory documents and dossiers.
- Support in analyzing of potential influenza vaccine technologies and assessing candidates against criteria aligned with strategic plan and portfolio objectives.
- Organize national training workshop for scientific/regulatory development.
- Other task as assigned by Senior Team Leader, Project Manager and Country Program Leader.

Required Skills
- University degree in biomedical sciences, Master or PhD is preferable.
- Demonstrated knowledge of and experience in process, formulation development, and quality management systems for vaccine manufacturers.
- Working knowledge of national and international regulatory standards for human vaccine development is desired.
- Demonstrated organizational ability.
- Excellent written and spoken Vietnamese and English.
- Availability to travel within Vietnam up to 40 percent per year..

Required Experience
- At least 5 years of experience working in the vaccine, pharmaceutical or biotech industry or equivalent;.
