TECHNICAL DIRECTOR

Chemonics International seeks a TECHNICAL DIRECTOR (based in Hanoi, Vietnam) to support Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project. The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world.

In Vietnam, the project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

The Technical Director is responsible for supporting the Country Director in technical work, providing technical assistance to the Government of Vietnam (GVN), including the Vietnam Administration of HIV/AIDS Control (VAAC), Central Procurement Unit (CPU) at the Ministry of Health (MOH), and Vietnam Social Security (VSS), in quantification such as forecasting and supply planning, inventory management, data management, and procurement and supply management activities related to Social Health Insurance (SHI). This individual will also support the VAAC in conducting quarterly order planning, supply planning, and providing technical assistance related to quantification, multi-month dispensing (MMD), procurement and SHI. This individual will serve as officer-in-charge during the absence of the Country Director in Vietnam.

Principal Duties and Responsibilities (Essential Functions)

  • Coordinate with Vietnamese MOH/VAAC and other stakeholders to design long- and short-term procurement and supply management strategies for HIV/AIDS commodities;
  • Lead and manage the project technical team in collecting and analyzing morbidity, consumption and issues data, MOH target data, inventory data and other sources of information to forecast needs at least once annually and update supply plan at least quarterly;
  • Lead the project technical team in ensuring timely delivery of health commodities and to provide strategic guidance on matters related to procurement & logistics activities;
  • Work closely with GHSC-PSM headquarters and implementing partner staff to provide technical assistance to GVN on matters related to quantification, procurement and supply chain management, and MMD;
  • Produce ad?hoc reports on the above activities, as well as reports that assist in monitoring and evaluating the shipment pipeline. Make presentations of these reports as appropriate, including advocacy for fulfilling supply plans;
  • Lead capacity building activities for relevant government agencies/staff on procurement, forecasting and supply planning management at both central and peripheral levels as relevant to ensure timely delivery of drugs to treatment facilities and patients, and facilitate government ownership of the ARV supply chain management;
  • Support the achievement of the overall project goals as required to ensure smooth project implementation;
  • Serve as officer-in-charge during the Country Director’s absence from the office, as needed;
  • Perform other tasks as directed by the Country Director.

Job Qualifications

  • Advanced degree in a relevant field required, preferably in pharmacy or health sciences.
  • At least 5 years of relevant work experience.
  • Experience working on a USAID or donor-funded project required.
  • Ability to legally work in Vietnam required.
  • Fluency in Vietnamese and advanced English required.

Location of Assignment

  • This is a long-term position for the life of the contract based in Hanoi, Vietnam.

Supervision

  • The Technical Director will report directly to the Country Director.
