Technical Advisor-Community Based Organisational Development

CARE in Vietnam is a Non-Government Organization representing the CARE International network. CARE in Vietnam is a creative and dynamic organization, working with Vietnamese partners in the sectors of health, rural development and disaster mitigation and preparedness.

CARE Vietnam is looking for one experienced and qualified candidates to fill in Technical Advisor-Community Based Organisational Development.

Position information:
Title: Technical Advisor-Community Based Organisational Development
Location: Hanoi
Position reports to: Health and Social Sector Program Coordinator
Contract: 12 months with with possibility of extension

Position summary:
This position will focus on 4 core areas:
- Consolidate CARE Vietnam’s work in community empowerment through organisational capacity building.
- Identify and make accessible key technical approaches and resources related to organisational capacity building and civil society strengthening.
- Provide support and assistance to CARE staff working in organisational capacity strengthening for civil society groups and to CARE’s civil society partners.
- Support CARE’s CBO/CSO partners to conduct small scale research on civil society effectiveness in development in Vietnam that can be used within the sector to promote CSO engagement.

Main duties:
1. Consolidate CARE Vietnam’s work in community empowerment through organisational capacity building through:
- Reviewing different CSO stategies avialable from CARE members and other stakeholders and analyse and support the fomulation of CARE in VN’s approach to organisational development and civil society strengthening- providing strategic technical advice as needed.
- Reviewing CARE Vietnam’s past and current projects, resources, tools and other materials relevant to organisational development and civil society strengthening.
- Developing a work plan to revise and update/strengthen existing resources, identify existing resources available through CARE International or other professional bodies to address weaknesses or gaps, develop new resources as required.
- In consultation with the Deputy Director Programs and the Quality Programs Unit, contribute to the CARE in Vietnam Capacity Building Guideline, the implementation of the CARE in Vietnam Partnerhisp Stragegy.

2. Identify and make accessible key technical approaches and resources by:
- Directly providing or leveraging training in key organisational capacity building principles and practice for CARE staff and CARE partners.
- Coordinating the sharing of resources, tools and other materials for use by CARE’s staff and partners.

3. Provide support and assistance to CARE staff working with organisational development and to CARE’s civil society partners by:
- Providing technical assistance to project managers and project partners in designing, implementing and monitoring organisational strengthening associated with key Health and Social Sector Programs.
- Directly providing or leveraging supervision, training, mentoring and coaching to support CARE staff and partners involved in implementing current organisational strengthening activity.
- Facilitating dialogue and sharing across CARE programs and key partners on civil society strengthening.
- Directly support CARE staff in the preparation of project proposals, project reports and project communications related to organisational development and civil society strengthening.

4. Support CARE’s CBO partners to conduct small scale research on CSO/CBO effectiveness in development Vietnam that can be used within the sector to promote CSO engagement:
- Through small research grants to CARE’s CBO partners, generate interest and research activity aimed at demonstrating CBO effectiveness in contributing to improved health and wellbeing of the most vulnerable.
- Represent CARE at key meetings and forums to promote civil society’s role and contribution to improved health and livelihood outcomes in Vietnam.

Selection Criteria:
1. University and/ or advanced degree in relevant field;  minimum of five years field experience with an International NGO or aid management organisation
2. Demonstrated experience in the design, implementation, monitoring and evaluation of community-based projects.
3. Expertise or extensive prior experience in civil society strengthening and/or organisational development of community based groups.
4. Demonstrated experience in capacity building and proven ability to lead, coach and motivate staff.
5. Excellent written and verbal communication skills in English
6. Demonstrated ability to respond effectively to challenges, work effectively in a cross functional, diverse and busy team environment with minimal supervision.
7. Demonstrated high level organisational and time management skills including the ability to manage workflows and balance competing priorities.
