Project Objective

Background

In Vietnam, U.S. assistance has helped to improve the quality of life of persons with disabilities (PWDs) since 1989 by addressing medical and social needs, supporting improved disability policies, and reducing physical and social barriers. USAID/Vietnam’s PWD work aligns with WHO’s building blocks of effective health systems. Beginning in 2015, USAID started a new Disabilities Project focusing on improving service provision, rehabilitation systems, and policy support to expand opportunities for PWD. This project, originally intended to expire in 2019, has since been modified and extended through 2024. USAID/Vietnam has asked Learns to complete a baseline assessment/an evaluation to form a basis for tracking changes in quality of life for PWDs; identifying factors affecting success of USAID's disability-related interventions; and tracking changes in availability, affordability, and acceptability of rehabilitation and social services for PWDs receiving USAID assistance. The baseline/evaluation aims to answer the following questions:

  1. To what extent has the quality of life for persons with disabilities receiving USAID-supported assistance changed over time?
  2. What are the factors affecting the success of the three intervention areas targeted for USAID support (rehabilitation, social services, and disability policies)?
  3. To what extent have the availability, accessibility, and quality of rehabilitation and social services in USAID-targeted provinces changed over time?

SI is seeking an individual to fill the role of the Team Lead (TL) for this research. This position will be the primary lead for the research and will manage a consultant team to deliver the expected deliverables. The TL will participate in consultation meetings with relevant stakeholders to collaboratively engage them throughout the implementation process of the evaluation. The TL will review the existing research design, make changes and adjustments if needed, direct data collection (pilot survey, baseline and follow-up survey, key informant interviews & focus group discussions) and compilation, conduct data analysis, coordinate technical inputs of team members, and lead the drafting and completion of a final report. The TL will ensure quality assurance and timeliness of all deliverables, including adherence to SI’s quality assurance standards. Following the completion of data collection and analysis, the TL will deliver presentations and provide technical inputs for the organization of a consultation workshop with key stakeholders engaged in data collection, and an Outbrief presentation.

Role and responsibilities of the TL will include but not limited to the following specific tasks: 

  • Prepare for data collection (finalizing data collection tools of survey questionnaires for adults and children, and qualitative interview guides, IRB applications, etc.,)
  • Lead and participate in meetings with USAID to ensure that the evaluation can timely deliver expected outcomes
  • Lead meetings with IPs to collaboratively engage them throughout data collection process
  • Conduct and oversee the consultant team and a data collection firm to conduct data collection for the evaluation
  • Work with data collection firm to develop training materials, training agenda, data collection protocols, a digital platform for data collection, and support enumerator training.
  • Coordinate team's ongoing analysis of qualitative and quantitative data 
  • Write the evaluation report with support from the team members, taking into consideration feedback from presentations and consultation workshops
  • Respond to comments on the draft report and prepare final report
  • Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other's areas of expertise
  • Present study findings and recommendations to USAID/Vietnam and other stakeholders for communication strategy in out-brief and validation events.

Desired deliverables: 

  1. Finalized evaluation tools and workplan
  2. Collected data set
  3. Findings, conclusions, and recommendations matrix that reflects the results of data analysis 
  4. Presentation of initial findings for out-brief and validation event (facilitated by Learns)  
  5. Draft reports: complete draft report submitted to USAID in line with the evaluation statement of work
  6. Presentation of final results and discussion points for operationalizing recommendations for utilization event (facilitated by Learns).  
  7. Final report: revised based on USAID, IPs, stakeholder, and Learns’ feedback

Level of Effort (LOE):  Approximately 150 days

Desired start date: As soon as possible

Timeframe: From start date until March 2023

Qualifications

  • Have an advanced degree from an accredited university in a discipline related to public health, sociology, or other relevant fields
  • At least 10 years of technical experience with public health, disability issues, health system strengthening model, and/or interventions for PWDs, specifically focusing on monitoring or evaluation of rehabilitation and health systems strengthening in Vietnam
  • Prior experience implementing programs focused on improving quality of life for PWD, designing new interventions, and/or conducting research on disability-related topics preferred.
  • Have a strong understanding of disability issues, rehabilitation, and health system strengthening in Vietnam
  • Good understanding and relationships with local stakeholders and relevant local organizations in Vietnam working on disability issues preferred.
  • Have a demonstrated understanding of USAID’s work in the disability sector as well as USAID evaluation policy.
  • Very strong analytical and leadership skills
  • Excellent oral and written skills are required.
