STATEMENT OF WORK

OVERVIEW:

BACKGROUND:

VF Corporation is an American apparel and footwear company that works with over 100 Vietnamese factories as part of its supply chain. As a company with a global footprint, VF Corporation is committed to the health and well-being of its associates around the world, especially in the face of the COVID-19 pandemic. As Vietnam begins to ease restrictions on individuals and businesses, VF Corporation sees a critical need to support the factories in its supply chain to re-open and operate safely and in compliance with COVID-19 best practices.

To do this, VF Corporation has contracted DAI to design and implement a rapid response program that includes four key activities:

  1. Develop Standards of Practice (SOPs) for self-testing and safe reopening of factories that align with guidance from the Vietnam Ministry of Health and Vietnam National Institute of Occupational Safety and Health and global best practices;
  2. Train relevant factory staff on the SOPs to ensure clinic staff and workers understand the procedures;
  3. Develop health promotion materials that focus on knowledge and behaviors around transmission, testing, vaccination, and isolation; and
  4. Procure and distribute critical PPE and testing kits to factories, as determined by the VF Corporation and the factories’ individual needs.

TASKS:

DAI is seeking an experienced public health expert to serve as Team Lead for this project. will manage the core team and provide technical expertise in the development of SOPs and delivery of trainings to clinic staff and factory workers.

The Team Lead will report to the DAI Project Director. Tasks will include:

  • Liaise directly with VF Corporation (based in Singapore and Vietnam) and the factories participating in the program;
  • Provide overall leadership and manage the project core team which will include an Occupational Health and Safety Expert, a Procurement Officer, and a Communications Officer;
  • Guide day-to-day implementation and management to ensure timely, relevant, high quality services;
  • Assure that all assistance provided under the contract is technically sound and appropriate for the needs to be addressed;
  • Provide technical inputs to the development of SOPs, training materials, and health promotion materials
  • Support the Procurement Officer to identify the appropriate PPE and testing kits in collaboration with factories;
  • Supervise the work of all personnel assigned tasks under the activity;
  • Ensure timely, accurate and user-friendly reporting on the progress and status of all services provided under the contract; and
  • Facilitate communication and close coordination with all stakeholders;
  • Any additional related tasks assigned by the Director, Sustainable Business Group.

DELIVERABLES:

The Team Lead will be ultimately responsible for all deliverables for the project, including those prepared by other team members. Key deliverables include:

  1. High quality workplan and budget per factory (within total program budget parameters), to be developed after consultation with factories;
  2. Progress reports (narrative and budget) to VF Corporation;
  3. Presentations and briefing notes for key stakeholders, including VF Corporation and DAI;
  4. Standards of Practice for re-opening (in collaboration with the Occupational Safety and Health Expert);
  5. Training materials and health promotion materials (in collaboration with the Occupational Safety and Health Expert and Communications Officer); and
  6. Write brief monthly reports and a final report at program end (in collaboration with Communications Officer).

QUALIFICATIONS:

  • MD and/or MPH (or similar) required
  • At least 10 years’ relevant experience
  • Experience managing health behavior change management programs
  • Experience managing project teams
  • Experience working with the private sector and public sector authorities on health programming
  • Experience with Pandemic Preparedness and Response program management and/or delivery, preferred
  • Experience managing Monitoring, Evaluation, and Learning reporting, preferred
  • Native Vietnamese speaker
  • Professional proficiency in English
