The Opportunity - Talent Development Specialist

The position will be responsible for overall talent development management, following Talent Acquisition best practices (policy and process adherence), and our Reward principles. This role also leads to facilitating the development of learning development strategy and training courses as needed in the country.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key Responsibilities

Talent Development

  • Support Human Resources and Admin Director in developing strategic Learning and Development Plan for the whole country;
  • Ensure learning and development plans are in place and update regularly.
  • Identify and consolidate all training needs from team/individuals to develop an appropriate training program to align with our Learning Strategy;
  • Lead to facilitate training courses/programs in the country office;
  • Lead to facilitate monthly Induction training for new hires;
  • Manage the content of the training and support on efficient delivery;
  • To be the focal point for Learning Management System (LMS), provide support to end-user, liaise with the system administrator to handle any issues (if any);
  • To Manage LMS: uploading courses, managing enrollments, managing mandatory monthly updates, and tracking participation. Work regularly and closely with Regional and Global LMS focal points to update any new initiatives and new training courses;
  • Tracking of training & other staff development initiatives (mandatory, non-mandatory, online, and face to face).
  • Support Human Resources and Admin Director to facilitate annual talent review cycle to have this process done timely and with good quality, making sure that correct staff be positioned in correct talent box;
  • Capacity building for hiring managers on talent development and support them on developing a staffing plan
  • Follow up with Line Manager to make sure their staff’s development plan happen and regularly updated the progress;
  • Make sure that Oracle is updated about the process of talent review:
  • Coordinate to build a ready potential pipeline for most of the positions within the country office to facilitate the process of change in the employee life cycle(transfer, extension, promotion), increasing the internal replacement rate for the Country Office.

Performance and Goals management

  • Provide guidance and facilitate the Develop to perform (DtP) quarterly.
  • To make sure face to face conversation between the employee and line manager happened and recorded into Oracle;
  • Support line managers in a difficult conversation with employees;
  • Support and consult line managers in preparation of development plan for staff to improve their performance;
  • Make sure probation goals for new hires are set and reviewed as well as documented.
  • Extract system report & ensure completion on goal setting, completion of quarterly reviews

Manage system report

  • Run reports to check and make sure all online mandatory training courses for new hires and existing staff are completed.
  • Make sure the data quality of all reports.

Talen Acquisition

  • Support to process recruitment of Technical Experts (TEs) and positions from grade 3
  • Responsible for conducting SCI Global Internal Register (GIR) process within the Country Office.
  • Support the Recruitment function to headhunt talented staff outside.

Other HR-related tasks:

  • Support the Job Evaluation process for new positions
  • Back up Compensation and Benefit (C&B) and Recruitment function when required.

Working contacts:

  • Internal: HR and Support Services team members, program team members in Hanoi Country office and other provincial offices.
  • External: Local partners and local competent authorities, suppliers of goods and services.

QUALIFICATIONS

  • Bachelor’s degree in related field

EXPERIENCE AND SKILLS

Essential

  • At least 5 – 7 years of working experience in HR sectors (with Non-Governmental organizations (NGOs) is preferable)
  • Good understanding of talent management, recruitment, and training areas
  • Have experience working with human resources management software
  • Good interpersonal, communication, and teamwork skills
  • Good prioritization skills and ability to coordinate a variety of work activities
  • Fluent English speaking and writing skills
  • Proven commitment to children rights and equality of opportunity
  • Good computer and IT skills

Desirable

  • NGOs networks and knowledge
  • Be familiar with ORACLE, TALEO & LMS
