Strategy Development Expert for Climate Change Working Group in Vietnam

Background

Climate Change Working Group in Vietnam (CCWG - http://www.ngocentre.org.vn/ccwg), established in 2008, brings together International Nongovernment Organizations (INGO), Vietnamese NGOs, development agencies, institutions, professionals and individuals. The network’s mission is to contribute to reducing the vulnerability of poor people in Vietnam to the impacts of climate change through NGO coordination, advocacy, and capacity building to its members. Oxfam is an international confederation of 18 organizations working together in more than 90 countries. In Vietnam, Oxfam is the core member of CCWG. Oxfam works with partner organisations and alongside vulnerable women and men to end injustices.

Because Vietnam is one of the most affected countries in the world due to climate change, the core mission of the network is to mobilize its effort to support the government and vulnerable communities to adapt to climate change. At COP21 in Paris, the Government of Vietnam (GoV) submitted the Intended Nationally Determined Contribution (NDC), which aims for a reduction of greenhouse gas emissions (GHG) of 8-25% until 2030. Besides, National Adaptation Plan (NAP) is a compulsory task which Government of Vietnam commits to UNFCCC. In this context, CCWG recognized the emerging requirement for the network is to advocate Gov on renewable energy aiming at a higher ambition of a GHG reduction commitment as well as promote the engagement of NGOs on NAP development and implementation.

However, not achieving the conditional target 8% would likely make Vietnam one of the highest emitters per capita by 2030, globally, considering the emission reduction plans of other countries. Considering the necessity for advocacy in this new context, CCWG is going to develop the new strategy for the network in next five years. In 10 years of operation since 2008, with the expertise of CCWG members, the network has worked actively on adaptation sector via supporting vulnerable groups in the field to adapt to CC. So the last strategy only focused on adaptation. Therefore, the network is facing a difficulty if it wants to expand our advocacy work to CC mitigation, particularly in GHG emission and energy to effectively react to the new context in Vietnam.

Responsibilities of Strategy Development Expert

  • Review all relevant materials of the CCWG network and other references, particularly reports on advocacy and national policies and programs
  • Consult with the Secretariat team of CCWG to set up the specific work plan to develop and complete the new strategy
  • Carry out the online survey with CCWG members for better understanding and preparation for strategy development
  • Conduct and facilitate one day strategy workshop in Ha Noi
  • Draft the strategy with the result discussions after the event
  • Get comment and feedback from members and relevant stakeholders via face to face meeting or online call
  • Finailze the strategy for the network for next 5 years period.

Objectives of the strategy development workshop

The overall objective of the workshop is to develop the new strategy for CCWG including both mitigation and adaptation sector.

The specific objectives are for CCWG to:

  • Update and review the strategy of all core member organizations,
  • Brief the new context of CC in Vietnam and existing advocacy materials for better understanding of all core members,
  • Indetify specific strategy and potetial direction for the network to advocate in mitigation and adaptation sector.

Reference for Strategy Workshop information

This workshop will be for one day in Ha Noi in Jul 2018. Around 15 participants from core members and donors will join the workshop event. The candidate must have a good background on climate change and facilitation skill.

Language: English.

Oxfam in Vietnam, as the core member of CCWG would like to find suitable candidate to be responsible for developing the new strategy for the network.

The specific plan and key content of strategy will be discussed with the Secretariat team of CCWG.
