World Vision International - Vietnam invites Vietnamese competent candidates for the following positions:

01 WVV Special Project Officer to work for Enhancing Resilience for Ethnic Minorities (EREM) Project in Luc Yen district, Yen Bai Province.

WORK CONTEXT / BACKGROUND:

World Vision is a Christian relief and development organization working to create lasting change in the lives of children, families and communities living in poverty. Climate change is one of the biggest challenges to human beings. Climate change can lead to serious impacts on production, life and environment on a global scale. Higher temperature and sea level rising will cause inundation and water salinity, which can bring about negative effects on agriculture and high risks to industry and socio-economic systems in the future.

Luc Yen is a mountainous district in northern western region of Yen Bai province with its terrain is characterized with medium high mountains, rivers and lakes. Elephant Mountain has its right side - Hong River and its left side - Chay River and Thac Ba Lake. Heavy rains often happen at this mountain area and cause flash foods, landslides, especially every time the storm circulation moves to the northern mountains region. The population of Luc Yen district is about 107,300 people (2014) including four main ethic minority groups including Tay, Nung, Dzao and Kinh. Around 80% of Luc Yen’s population live at flanks, footsteps of mountains and hills, while the others reside close to rivers, springs, and lowland. Livelihoods of local people are mainly dependent on subsistence agro-forestry activities.

World Vision Vietnam (WVV) has currently been implementing a long term Area Development Program (ADP) in 5 target communes in Luc Yen district with funding source from WV Australia since 2012. The overall goal of Luc Yen ADP is “to improve living quality towards sustainable child well-being for households with children, especially vulnerable children in 5 target communes of Luc Yen district“. The BRICK 3 project will be directly implemented in three out of these five target communes of Luc Yen district.

To increase resilience of the local communities in Luc Yen district, from October 2015 to April 2018, Luc Yen ADP and Luc Yen district people’s committee will implement  the Enhancing Resilience for Ethnic Minorities (EREM) in Luc Yen  project  at 3 target communes.

PURPOSE OF THE POSITION:

The position is in charge of coordination, implementation, and monitoring and evaluation (M&E) of the Enhancing Resilience for Ethnic Minorities (EREM) in Luc Yen Project, which aims at increasing resilience of the local communities in Luc Yen district, Yen Bai province, against disaster risks and impacts of climate change with children and poor women focus. 3 target communes of EREM project are Trung Tam, Phuc Loi, Lam Thuong communes.

REQUIREMENT:

  • A university graduate, preferably in social sciences.
  • Strong command of report in English and Vietnamese.
  • Reasonable networking and diplomacy skills.
  • Sound project planning, management, monitoring and evaluation skills.
  • Basic understanding on disaster risk reduction and climate change adaptation
  • Strong knowledge in computer applications including word processing and spreadsheets.
  • Team builder committed to the transfer of knowledge.
  • Willing to travel extensively and cover difficult assignments.
  • A minimum of 02 year experience in NGO working in disaster risk reduction/climate change adaptation and/or in development field.
