Background and rationale

SNV Netherlands Development Organisation (SNV) is a non-profit, international development organization founded 57 years ago, and now operating in 24 countries in Africa, Asia and Latin America. SNV has been working in Vietnam since 1995, and currently has over 30 national and international staff. SNV Vietnam operates from a head office in Hanoi and projects in over 50 provinces in the country, including in the poorest and most remote areas.

Vietnam is a thriving country with a large and growing population, limited existing waste management infrastructure (high levels of mismanagement/leakage into environment), and yet a rapidly increasing rate of plastic consumption (6% CAGR). According to a study initiated by the National Plastic Action Platform (NPAP) Vietnam, most plastic waste (51%) is mis-managed or leaked into the environment while only 38% is incinerated or goes to an engineered landfill and 11% is either formally or informally recycled. In a business-as-usual scenario, the mis-managed plastic waste will double by 2030 to approximately 3 million tonnes/year. The Vietnam government has shown a strong commitment to addressing this challenge with recent policy interventions such as the new Environmental Protection Law (2020), the National Strategy on Integrated Management of Solid Waste (2018), the NPAP formation (2020), and the initiation of an Extended Producer Responsibility (EPR) scheme for packaging to be launched in 2023.

To help Vietnam tackle this issue, SNV presented to Alliance to End Plastic Waste (AEPW) project “Clean Cities for a Green Vietnam” which will implement multiple large-scale, integrated, sustainable, and holistic waste management infrastructure projects leveraging proven technologies in selected cities through a consortium of partners that will provide a reference for accelerated replication across the country. The project aims to reduce 133 KTPA (~17%) of plastic waste pollution in Hanoi and Ho Chi Minh City by strengthening waste collection and simple sorting, recycling, and proper disposal through investments in infrastructure, innovation, education, and clean up.

Job purpose

The solid waste engineering advisor will provide strong technical insights and advisory services on products and interventions to the CCGV project. In particular, the advisor will support the local stakeholders (like DONREs, URENCO, CITENCO and others) to identify, design, supervise and monitor infrastructure related to collection, recovery or recycling of solid waste, but focusing on plastic waste. The advisor will also coach and provide technical support to the project local partners.

Responsibilities

The solid waste engineering advisor is expected to perform the following key tasks and responsibilities:

Advisory Services

Acts as technical expert for the Project Managers and aims to create an enabling environment (by sharing knowledge, understanding stakeholders and environment) for the implementation of the CCGV project, for the project to meet its objectives. Ensures, monitors progress and reviews quality of own expertise and ensures client support and satisfaction during projects. Provides technical advice for identification, design and development of engineering models.

Knowledge Development

Contributes to internal and external knowledge development, ensures lessons learned are shared and applied in daily practice and may be appointed as (national) focal point of an expertise network. Initiates/ coordinates the review process and evaluation of advisory services in order to collect lessons learned, proposes corrective measures and ensures identification of follow up assignments. Participates in knowledge development/expertise groups and in internal and external networks.

Project and process development

Identifies and proposes technical process improvements to the project team. Acts on improvement areas within the local internal organisation and processes and gives feedback. Ensures lessons learned are applied in daily practice.

People Management

Steers (functionally) colleagues and coaches associated partners/ external stakeholders on quality within the context of assignments. Acts as a technical expert in the content area, applies process improvements in projects and coaches colleagues and associated partners both professionally as operationally on quality of context within projects.

Positioning

Identifies and analyses market opportunities and threats and ensures relevant colleagues are informed. Actively participates in strategic positioning meetings and acts as a knowledgeable face of the SNV organisation to the client. Analyses, understands and develops (local) networks with relevant stakeholders, identifies new clients

Business Development

Builds, maintains and utilises relationships with relevant stakeholders, represents SNV and identifies opportunities for Business Development policies and procedures. Initiates assignments on a local/(sub)national level, supports proposals and develops technical processes during the inception phase of projects

Other tasks

As required by the Project Manager or Sector Leader.

Candidate profile

Education and Experience:

  • Proficiency level equivalent to Mater’s degree in civil engineering, industrial engineering, environmental engineering, or similar technical field
  • Minimum 5 years of experience in solid waste management, and desirable plastic waste
  • Experience in infrastructure design and/or construction supervision is required.
  • Experience in development work and project implementation is required.
  • Fluent speaking and writing in English is required.

Contract Duration:

One year employment contract with possible of extension based on the performance

Desired start date:

As soon as possible.

Duty station:

Hanoi with frequent travel to others cities/provinces
