UNICEF Viet Nam is looking for qualified international candidates for the following temporary post:

PURPOSE:
Under the guidance of the Chief Planning and Social Policy, the incumbent is responsible for providing technical support in the area of social policy, to the Country Programme of Cooperation in general and to the Planning & Social Policy programme in particular. Within the Planning & Social Policy programme, the incumbent is responsible for the management of the Social Audit project in conjunction with the Government counterpart in the Ministry of Planning & Investment.

MAIN DUTIES AND RESPONSIBILITIES:
Contributes to the implementation, monitoring, and evaluation of the Social Audit project under the Planning and Social Policy Programme. This involves regular meetings with Government counterparts and other stakeholders, preparing quarterly work plans, providing technical support and quality assurance to activity implementation and to research reports and other documents produced under the project, supervising international consultants, and supporting advocacy work around the institutionalisation of the social audit approach for socio-economic development planning, monitoring and evaluation.
Contributes to the implementation, monitoring and evaluation of the Social Policy Project in the Planning and Social Policy Programme – in particular to the child poverty and ethnic minority sub-projects.
Provide technical guidance to the policy support and advocacy work conducted under the other programmes and participate in the office-wide Policy and Research Hub which supports, coordinates and strengthens the coherence of office-wide policy and research work
Assist the section Chief and the Head of Office to co-convene, together with the Ministry of Planning & Investment, the UN-Government Programme Coordination Group (PCG) on Social and Economic Development Policies – in particular the preparation of regular meetings and the implementation of the Group’s common activity plan for 2011.
Provide technical support to the preparation of the 2012-2016 One Plan and the 2012-2016 Common Country Programme Document and other related programming documents.
Serve as focal point on economic issues, including those related to the (monitoring of the) impact of the global financial crisis and the office’s social budgeting work
Contributing to the quality implementation of (office-wide) social policy-related research and evaluations and promote the sharing of international experience on relevant social policy issues
Promote the organisational goals of UNICEF through advocacy and policy dialogue, and active engagement in communication, networking and participation inside and outside UNICEF, in order to leverage results and resources for children.

QUALIFICATIONS REQUIRED
a) EDUCATION
Advanced university degree in Social Sciences, Public Administration, Economics, International
Relations or a related area.
b) WORK EXPERIENCE
Five years progressively responsible professional work experience in social policy/social development, programme management, monitoring and evaluation, mainly at the international level.
c) LANGUAGES
Fluency in English and another UN language as required. Knowledge of the local working language of the duty station is an asset.
d) COMPETENCIES
Current knowledge of social policy and social development issues and approaches in international development cooperation.
