Short-term Technical Officer

Chemonics International seeks a Short term technical officer (based in Hanoi, Vietnam) to support Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project.

Project Overview: The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program, and the Office of Maternal and Child Health and Nutrition. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

The short term Technical Officer will provide technical assistance in data management and quantification for health commodities and assist system strengthening/ capacity building activities for relevant government agencies

Principal Duties and Responsibilities

  • Work with technical team to collect and analyze consumption and issues data, Ministry of Health target data and other sources of information to forecast needs at least once annually;
  • Collaborate with Ministry of Health and other stakeholders to collect and analyze available stock data and information from the PSM procurement teams to develop bi-monthly distribution plans;
  • Maintain a database of all data generated by annual forecasting and quarterly supply plan and conduct analysis as required to support project activities;
  • Support ongoing supply chain data utilization and quality assurance efforts, including reviews of tools, standard operating procedures (SOPs), and manuals;
  • Assist in delivering capacity building activities to relevant government agencies/staff on supply chain management at both central and peripheral levels to ensure timely delivery of drugs to treatment facilities and patients and facilitate government ownership of the ARV supply chain management;
  • Support the achievement of the overall project goals as required to ensure project performance;
  • Maintain effective working relationship with donor, government partners and other stakeholders;
  • Perform other tasks as directed by Technical Director.

Job Qualifications

  • Bachelor’s degree in a relevant field;
  • At least one year of relevant work experience;
  • Experience working on a USAID or donor-funded project is preferred;
  • Fluency in Vietnamese and basic English required.

Estimated Level of Effort:
From January 2019 to June 2019 (six months)

Location of Assignment

This is a short-term position based in Hanoi, Vietnam with intermittent travel throughout the country.

Supervision

The Short-term Technical Officer will report directly to the Technical Director.
