Vacancy: Short-term Project Officer, Emergency Programme
Based in Hanoi/ Quang Tri

They are looking for a Vietnamese national for the position of Project Officer for Emergency Programme. The successful candidate will be based in Hanoi or Quang Tri with travels to project sites.

Main Responsibilities:
The Project Officer is responsible for enhancing the capacity of the Emergency Team to target effectively flood affected households, procurement and distribution of emergency item and livelihood inputs including cash grants through field engagement and facilitation, working with local authorities and partners, and subsequently participating in monitoring and evaluation of the emergency and recovery activities.

Key Competencies:
- University degree, preferably in social sciences, finance or disciplines relevant to livelihoods and emergency response
- Substantial experience of relief or development in emergency response, procurement and distribution of emergency items and cash transfer
- Knowledge and experience of emergency project development and management
- Understanding of the non-partisan status of an international NGO
- Good communication, presentation, training and report writing skills
- Ability to take a proactive approach in community capacity building
- Experience in leading a team in fieldwork with communities
- Willing to work in isolated rural areas with basic living conditions, and work in difficult field conditions
- Good command of written and spoken English with good computer skills
- Commitment to Save the Children’s Child Protection Policy.
