Short-term Consultant for Training Coordination

The International Center – Vietnam Veterans of America Foundation (IC-VVAF) is a humanitarian organization that has addressed the consequences of war through advocacy and
service programs in Vietnam for the last three decades. As a cofounder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. Now working under The International Center, IC-VVAF focuses on mental health, landmine removal, assistance for dioxin (Agent Orange) victims, education, and disability support program. The organization has worked in 18 provinces across Vietnam including Khanh Hoa, Quang Ngai, Quang Nam, Da Nang, Thua Thien Hue, Quang Tri, Quang Binh, Nghe An, Ha Tinh, Ninh Binh, Nam Dinh, Thai Binh, Dien Bien, Cao Bang, Hanoi, and Hoa Binh.

Under the financial support of United States Agency for International Development (USAID), IC-VVAF has been implementing the Disability Project in two provinces of Thua Thien Hue and Quang Nam for 2 years from July 2015 till July 2017. This is designed to improve the accessibility of the people with mobility impairments in Thua Thien Hue and Quang Nam to quality and appropriate assistive devices.

Following the approved workplan of 2016, series of short-training courses on assistive device related issues will be conducted for local service providers of the two project provinces. In order to assist in coordination of the different training, IC-VVAF is looking for qualified person to fill in the following position:

SHORT TERM CONSULTANT FOR TRAINING COORDINATION

  • Citizenship: Vietnam
  • Duty Station: Hanoi and two project provinces of Thua Thien-Hue and Quang Nam
  • Duration of Assignment: Part-time job from May 2016 to July 2016 with the possibility to extension
  • Salary: Competitive

Qualifications

  • Academic background: University degree in public health or social science, Master degree preferred
  • At least three years working experience in supporting vulnerable group related work preferably with disability impaired
  • Proven experiences in delivery and coordination of training
  • Ability to develop training plan and programs for people with disability
  • Have working experiences in community level
  • Good understanding of the rehabilitation system and procedures in Vietnam
  • Willingness to accept a multi-year commitment
  • Strong interpersonal, communication (both written and verbal) and organizational skills
  • Proficient oral and written English
  • Ability to work a flexible work schedule
  • Willing to cooperate with other consultants and technical assistance, ability to transfer
  • knowledge and skills
  • Experience working in private setting with third-party partners (DOH, DOLISA, and
  • Rehabilitation Center) preferred.

Scope of work

  • Conduct the quick assessment on training need of service providers at different levels of care in the two project provinces
  • In consultation with national and provincial experts, assist in developing training program and training materials on assistive devices related services
  • Coordinate relevant stakeholders to facilitate various training courses for:
    • health workers at commune level on type availability, effectiveness, functionality and suitability of devices for PWDs
    • technicians and health workers at hospitals/ departments/ sections at district/commune level on making assistive devices from simple and local materials
    • doctors, technicians at hospitals/departments/sections at provincial/district level had knowledge of device provision and management procedures
    • core members of DPOs on undertaking simple repairs and maintenance of the devices
  • Identify lessons learnt for improving the quality and effectiveness of training courses in the coming time

SUPERVISION AND PERFORMANCE EVALUATION

The incumbents work under the direct supervision and evaluation of the Disability and Mental Health Programs Director at IC-VVAF’s office at 4 th Floor, Viet Hong building, 58 Tran Nhan Tong, Hanoi with travelling to provinces when needed.
