BACKGROUND

Cowater is seeking to recruit a highly qualified organisation to deliver a communications campaign on national television for the Gender Responsive Equitable Agriculture and Tourism (GREAT) Program.

GREAT is a flagship initiative of the Australian aid program. The program promotes women’s economic empowerment (WEE) in the ethnically diverse northwest region of Vietnam, through the integration of a market system development (MSD) approach. The primary beneficiaries are women living in the provinces of Son La and Lao Cai, while an overarching emphasis is placed on the inclusion of women from ethnic minority communities as these provinces are home to twelve and twenty-six ethnic groups respectively.

The objectives of the GREAT program are:

  • Objective 1 Women, particularly ethnic minority women living in Son La and Lao Cai, have improved economic benefits.
  • Objective 2 Women, particularly ethnic minority women living in Son La and Lao Cai, have increased confidence and social status, including more balanced workloads and greater decision-making within the home, workplace, and community.
  • Objective 3 Women, particularly ethnic minority women and household members living in Son La and Lao Cai benefit from more gender-responsive, inclusive, and effective provincial and national policies, plans, strategies, and programs.

Our approach to women’s economic empowerment focuses on:

  • Reach: Engaging women in all project activities and addressing barriers to participation.
  • Benefit: Improve women’s access to assets, financial services and support services.
  • Empower: Strengthen the ability of women to make strategic life choices and put these into action.

The program is starting its second five-year phase and GREAT 2 will continue its focus on agriculture and tourism, identifying specific sectors that lend themselves to opportunities for women’s economic empowerment and work with multiple stakeholders to address constraints, generate opportunities, drive market growth and increase productive value of the sector. A limited number of agriculture sectors will be targeted, in addition to tourism. Cross-sector strategies such as women's entrepreneurship, financial inclusion, digital inclusion, policy advocacy and behaviour change will complement the sector strategies.

To support GREAT’s communication objectives, we are seeking to recruit a highly qualified organisation to deliver a communications campaign on national television for the Gender Responsive Equitable Agriculture and Tourism (GREAT) Program.

SUMMARY OF ASSIGNMENT

This assignment is to implement a one-year communications campaign on national television (VTV) in order to support broader gender equality and women’s economic empowerment messaging and policy advocacy work at the national level. This is also to build a strong relationship with VTV so that they will support delivering news about GREAT important events. The selected organisation will work with GREAT and VTV to develop a series of reportages to be aired on selected programs to support the key sectoral and cross-sectoral messages including gender equality and women’s economic empowerment, community-based tourism, innovative agriculture and policy advocacy. The time of this assignment is from December 2022 to December 2023.

SPECIFIC TASKS

  • Discuss with the GREAT team and VTV staff about ideas and timeline for each reportage
  • Work with VTV to finalise the script for each reportage
  • Coordinate with GREAT partners and VTV staff to plan for the filming trips
  • Carry out the filming for the reportages in relevant project locations
  • Work with VTV to have the reportages aired on agreed programs
  • Provide high-quality and edited videos of the reportages
  • Provide raw materials of the shooting

DELIVERABLES

  • A script approved by GREAT for each reportage
  • Three reportages aired on VTV1 with video files and raw materials including:
    • Two reportages on the program “Du lich Viet Nam” (Vietnam Traveller) to promote GREAT’s tourism work in Moc Chau (Son La) and Y Ty (Lao Cai). The program is aired from 9:05-9:15 every Saturday and Sunday on VTV1.
    • A reportage on the talk show “Su kien va binh luan” (Events and discussion) to promote GREAT’s work in policy advocacy. The show is aired from 9:15-9:45 every Saturday on VTV1.
    • A reportage on the program “Xu huong cong nghe” (Technology trend) to promote GREAT’s work on high-technology agriculture or digital transformation. The program is aired from 20:40-21:00 every Thursday on VTV1.

REQUIREMENTS

  • At least three years of demonstrated experience in professional film production, including experience working with national television to produce and publish reportages on VTV1
  • Experience in filming and shooting videos for development projects, especially economic development projects in northwest Vietnam is preferred
  • Demonstration of the professional equipment to support the work
