Senior Technical Officer/Technical Coordinator, Psychosocial Support and Policy for Drug Users

FHI 360 is an international, non-governmental organization that works with the Vietnam Ministry of Health, provincial health services, and local non-government organizations to promote the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. In Vietnam, FHI 360 is currently building the capacity of local organizations in HIV prevention, care & treatment, drug treatment policy, and drug treatment practice.

We are currently seeking qualified, experienced, and highly motivated candidate for the position of Senior Technical Officer/Technical Coordinator, Psychosocial Support and Policy for Drug Users to work in our office in Hanoi or Hochiminh City:

Position Summary:

The incumbent will provide technical leadership and oversight for FHI 360/Vietnam’s programs that strive to improve psychosocial support and policy for drugs users.

Main duties and responsibilities:

- Provides technical leadership and direction in the development of innovative strategies to targeted populations
- Provides and oversees training and facilitation on psychosocial support and policy for DUs/FDUs. Provides technical mentoring support and onsite training to staff and partners implementing behavioral interventions with DUs/FDUs.
- Keeps abreast with state of art and updated Psychosocial Support and Policy for Drug Users guidelines to ensure high quality programming in FHI supported sites
- Supervises the Unit staff and supports partner implementing agencies in subagreement/subgrant/subcontract development, implementation and monitoring
- Works closely with other units to ensure strong linkages and effective processes are in place for integrated programming
- Represents FHI 360 in relevant strategic meetings and events to provide technical leadership in the area of psychosocial support and policy for DUs/FDUs.
- Builds partnerships between community groups and government partners to improve the public health policy environment for drug users.

The successful candidate will have the following qualifications and abilities:

- Medical Doctor with a minimum of five years of experience in the implementation of Psychosocial Support and Policy for Drug Users strategies
- Extensive knowledge and experience in health education and development programs in Vietnam.
- Experience with U.S. government contractual requirements and experience working in an international NGO/PVO environment desirable
- Ability to manage projects, set realistic priorities, and plan for the successful implementation of programs
- Strong leadership and interpersonal skills. Demonstrated ability to build and maintain relationships with a wide array of organizations
- Excellent written and oral communication in both Vietnamese and English.
- Computer literate with strong skills in use of MS office package (Word, Excel, and PowerPoint...)
