Pathfinder is seeking qualified and experienced candidate for the following positions:

1. Senior Technical Officer on Knowledge Management (STO on KM)
The Senior Technical Officer on Knowledge Management (STO on KM) will be responsible for a range of functions related to knowledge management of programmatic and technical information. Through collaboration with other units and departments, the STO on KM will help establish a KM system among CSOs as well as within Pathfinder to increase programmatic/technical knowledge transfer and application across the organizations. Through these broad functions, the STO on KM will help strengthen the quality of Pathfinder’s programs. Below are key responsibilities:

Programmatic Responsibilities:
- Provide technical support and leadership in the design, development, and implementation of Knowledge Management (KM) strategies and systems for CSOs ensuring the resulting system is robust, user-friendly and suitable for both technical information as well as advocacy.
- Plays a key role in the organizations efforts to promote partnership and partners’ ownership of programs.
- Distinguishes key barriers to KM behavioral change and help implement solutions
- Analyze home based care, BCC and organizational capacity building information processes,
- Understand current capabilities by closely working with CSOs, peer educators, MARPS and PLHIV
- Ensure links with social media, mHealth interventions and publicly accessible websites

Organizational development:
- Leads the conception, development, and implementation of knowledge management structures and systems within Pathfinder International’s VN office and contributes to Pathfinder global KM systems
- Responsible for management and oversight of Pathfinder’s electronic library
- Collaborates with other staff to identify innovations, best practices and lesson learned for dissemination at conferences, workshops or online forums.
- Builds staff capacity in knowledge management
- Helps identify technical resources from outside organizations that may be useful to technical staff

Requirements: 
- Bachelor degree in Library science, Information Technology, Management, Business Administration, or related fields,
- Minimum of three years progressively responsible knowledge management experience to include support of all aspects of the KM life-cycle, including knowledge creation, acquisition, storage, organization, distribution, sharing, and application.
- Demonstrated experience in capacity development and organizational learning
- Prior working experience in project management would be an advantage;
- Prior working experience in international donors’ project – particularly USAID- would be an advantage
- Proficient with the MS Office package and Internet use
- Excellent communication skills;
- Innovative and creative, team player;

2. Senior Technical Officer on Social Media (STO on SM)
The Senior Technical Officer on Social Media will collaborate with other themes in building a mobile health (mHealth) system to utilize all tools for the most at risk populations (MARPs) and people leaving with HIV (PLWHIV). S/he will build capacity in selected CSOs, within Ministry of Health as well as in provincial AIDS Centers to manage the mHealth system, as appropriate and politically feasible. Here are the key responsibilities:
- Creates capacity in CSOs to design, deliver and evaluate mHealth campaign
- Works closely partnership with CSOs, INGOs to ensure consistence of messages, and targeting of selected population
- Provides technical support in the design, development, and implementation of mHealth system at the organization
- Develops a system to utilize all tools for MARPs and PLWHIV (such as IEC, MSM website, commCare…)
- Designs a database of phone numbers to be used in direct IEC
- Coordinates with themes at organization, orgs to ensure the program is delivered effectively
- Provides initiative to develop mHealth system
- Provides technical support to design, programming, monitoring and evaluation and report system
- Closely works with local partner to ensure the program is performed effectively
- Cooperates with STO on Knowledge Management to have operational links to ensure new technical information can be disseminated to the peer educators, MARPs and PLHIV.

Requirements: 
- Bachelor Degree in Business Administration, Information Technology or related field.
- 05 years experience with Social Media, Internet, mHealth and other media application
- Experience in call- action campaign prefer experience with designing communications and social media for small population group
- Excellent interpersonal, communication, and organizational skills
- Strong understanding of national health system and policies
- Experience in working with both central and provincial level partners
- Strong writing skills and attention to details, and the ability to organize own duties and work independently
- Excellent computer skills including Microsoft Word, PowerPoint, Excel, email, and internet programs.
- Innovative and creative, team player
