Senior Technical Officer, Health Informatics

Overview

FHI 360 Vietnam is recruiting a full-time Senior Technical Officer, Health Informatics (HI STO), seconded to the Vietnam National Tuberculosis Program (NTP) office to support the tuberculosis (TB) reporting and surveillance systems in Vietnam under USAID Support to End TB project.

In Vietnam, the USAID Support to End TB will focus on activities to strengthen the TB reporting and surveillance systems in line with the Government of Vietnam’s National Strategic Plan (NSP).

The HI STO will provide technical assistance related to the IT component in supporting the NTP to upgrade the national TB database system as well as carry out surveillance-related processes and activities for TB. The HI STO will support the coordination between the USAID Support to End TB project, NTP, the contracted IT software companies and other counterparts for the implementation of customized heath information software and new technologies, including upgrading the Vietnam TB Information Management Electronic System (VITIMES). The HI STO will liaise with the NTP and USAID as required to determine VITIMES system upgrades and to gain consensus on system specifications and requirements. The project will work closely with the NTP and its selected information technology (IT)/software firm to map all elements of the upgraded VITIMES database that will form the foundation of the comprehensive TB surveillance system.

Key Responsibilities

  • Provide technical assistance to support the NTP to upgrade the VITIMES reporting system, including the interoperability required with other databases and reporting systems to facilitate streamlined data flow. This will include data for drug susceptible TB, drug resistant TB, latent TB infection, and active TB case finding.
  • Provide technical inputs on the specifications, system design, and analysis for the VITIMES upgrade and support development of the specifications documents as requested
  • Provide technical assistance and monitor progress to the software company/companies who will upgrade VITIMES, working closely with the NTP and other technical experts to monitor the VITIMES upgrades and user acceptability at provincial and district levels, including testing of new or upgraded modules and services.
  • Provide assistance for coordinating various counterparts for the VITIMES database upgrades and user acceptability at provincial and district levels
  • Work with the USAID Support to End TB team on planning, development, implementation, monitoring and evaluation of TB reporting and monitoring related activities.

Requirements

  • Nationality: Vietnamese
  • Education: Bachelor’s degree in information technology, public health or related field
  • Experience and skills:
    • At least 5 years of experience working in developing health database systems.
    • Experience working in national infectious disease surveillance and reporting, including TB and HIV. Preferably experience with measurement and evaluation of projects
    • Demonstrated understanding of health program indicators, data needs and performance measurement
    • Experience in development of surveillance and M&E tools, data analysis, data use, and assessments.
    • Knowledge and experience in software analysis and design;
    • Advanced working SQL knowledge and experience working with relational databases as well as familiarity with a variety of other database technologies (e.g. Oracle, Microsoft SQL Server, PostgreSQL, NoSQL).
    • Have experience in SOAP, RESTful APIs, Microservices, AngularJS, VueJS, NodeJS
    • Basic ability to use common statistical software programs
    • Demonstrated report writing and presentation skills in both Vietnamese and English.
    • Experience working effectively with government counterparts particularly at national levels.
    • Proven interpersonal skills and ability to work effectively in a team.

Location:

This position will be fully based at the National TB Program office in Hanoi.

Reporting

The Senior Technical Officer, Health Informatics will be under the direct technical supervision and direction of the NTP program manager. FHI 360 management oversight of the position will be provided by the USAID Support to End TB leadership or assignee.
