(Senior) Technical Officer for EpiC Project

FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV and TB prevention, testing, and treatment; combatting trafficking in persons; anti-microbial resistance; health system strengthening; non-communicable diseases; maternal and child health and nutrition; and diagnostic and laboratory services.

The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a five-year, global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID) that delivers efficient, affordable, results-based technical assistance and direct services in HIV and COVID-19. EpiC is seeking a qualified and motivated Vietnamese candidate to serve as a (Senior) Technical Officer based in Hanoi or Ho Chi Minh City. Final title will be based on relevant education and experience.

Main responsibilities:

Social Health Insurance (SHI) Policy and Process Leadership

  • Serve as the project focal point on all matters related to SHI including understanding policy, procedures, reimbursement mechanisms, and reporting.
  • Build understanding between the project and the Government of Vietnam (GVN) including the Vietnam Administration of HIV/AIDS Control (VAAC),provincial leaders, USAID, and others on SHI policy, impact on HIV services, the project, and beneficiaries.
  • Work with provincial authorities and project sites to ensure active contracts for SHI services receive timely reimbursements from Vietnam Social Security.
  • Coordinate with relevant stakeholders to ensure the continuity of service provision related to SHI.

Financing and Sustainability of HIV Programs

  • Advocate for provincial funding to cover SHI co-payments.
  • Support provinces to conduct costing, budgeting, and sustainability planning.
  • Build and maintain effective partnerships with GVN officials at all levels and non-governmental organizations to support sustainable financing for HIV programs via SHI and other means.
  • Work with the government at all levels to develop policy, procedures, guidelines, and tools to leverage government funding to support community-based organizations (social contracting).

Project and Knowledge Management

  • Monitor SHI and social contracting activities in subcontracts.
  • Scope and track SHI activities.
  • Contribute to project reporting efforts and respond to ad hoc requests from the donor.
  • Perform other relevant duties as assigned.

Experience and abilities for the position:

  • Academic degrees in public health, public administration, health finance, economics, or a related field.
    Minimum 2 years of relevant experience, preferably in SHI and/or financing & sustainability for health funded projects or equivalent combination of education and work experience.
  • An understanding of procurement, budgeting, and contracting within the GVN preferred.
  • Experience with USAID and/or PEPFAR preferred.
  • Well-developed written and oral communication skills in both Vietnamese and English.
  • Ability to travel as necessary.
