VACANCY ANNOUNCEMENT

In the effort to support the VPA FLEGT implementation in Vietnam, GIZ is working with VNFOREST with its Forest Protection Department (FPD) and the General Customs of Vietnam with its Department of Custom Management and Supervision with the aim of implementing and assessing import control and due diligence, as part of the VNTLAS.

To achieve sustainable management of timber supplying forests, strengthening legal compliance and Rule of Law in Vietnam, the project provides support to the development of: Drafting of the VNTLAS Decree for the Vietnamese government's approval, building the capacity of verification agencies and private sector actors for implementing due diligence and compliance checks, testing import control and due diligence checks, preparing information and communication material related to due diligence and compliance checks, building upon the experience and lessons learnt from other VPA countries and setting up formalised relationships with the countries of harvest Cameroon and Laos.

The project is commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by the Department for International Development of the United Kingdom (DFID). It is implemented by GIZ and its respective national partners in Vietnam, Laos and Cameroon.

The project is looking for qualified local professionals to fill the following positions:

Position 1

Senior Project Officer "VPA FLEGT"
Duty Station: Hanoi, Vietnam (based in partner’s institution)
Duration: 01.10.2019 – 30.04.2021

Main responsibilities:

  • Identify key topics, events and preparatory work necessary for the implementation of the VPA FLEGT action plan and the VNTLAS;
  • Ensure timely development of ToR for activities to facilitate the VPA FLEGT implementation by VNFOREST;
  • Support VNFOREST in identifying and approaching funding possibilities for activities related to VPA FLEGT implementation;
  • Liaise, coordinate and network with key stakeholders relevant for the VPA FLEGT implementation as agreed with the project manager;
  • Facilitate the development and implementation of workshops and seminars together with GIZ and VNFOREST;
  • Provide technical support and review of project’s studies;
  • Assist in technical researches/studies supporting the development and implementation of the VPA FLEGT;
  • Ensure quality implementation of project activities;
  • Coordinate with different partners involved in the implementation of the operational plan and ensure synergies between project activities and other ongoing initiatives;
  • Advice different stakeholders on issues related to VPA FLEGT in general and in timber supply chain control in particular, including import control of timber and timber products;
  • Liaise with different stakeholders to get most updated information about ongoing processes and new initiatives related to the implementation of the VPA FLEGT, identify opportunities for and facilitate technical exchanges;
  • Support the monitoring and evaluation of implementation progress and results of selected aspects under the VPA FLEGT Joint Implementation Framework;
  • Ensure innovation and knowledge management as well as transmission of innovation to a wide range of persons, and integration of results and experiences;
  • Support daily operational aspects of all issues related to the project.

Minimum requirements:

  • Master decree in forestry, agriculture, natural resources management, economics or related fields;
  • Proven work experience in agriculture and forestry;
  • 20 years of experience working with state agencies and international organisations;
  • Good understanding of the forestry sector and participating in developing forestry policies;
  • Good understanding of the VPA-FLEGT and its implications for the whole wood sector (transformative change); participating in the negotiation of VPA/FLEGT is an advantage;
  • Good understanding of the governmental regulatory system for wood processing, especially related to import / export management as well as supply chain control of timber and timber products;
  • Proven experiences in working with different stakeholders, engaging participants and securing commitments of different stakeholders in project implementation;
  • Excellent communication and presentation skills;
  • Team work spirit and self-motivated;
  • Excellent command in spoken and written Vietnamese;
  • Able to communicate in English;
  • Experience in import export management and in timber industry is an advantage.

Position 2

Senior Project Officer: diligence and compliance "VPA FLEGT"
Duty Station: Hanoi, Vietnam
Duration: 01.10.2019 – 30.04.2021

Main responsibilities:

  • Ensure timely, efficient and effective implementation of project activities related to capacity development on due diligence and compliance checks;
  • Provide technical advice on timber import control and due diligence checks that complies with the VPA commitment and VNTLAS requirements to respective agencies;
  • Develop and implement an appropriate strategy to support government partners and operators in strengthening import control toward legal timber importation and distribution in collaboration with contracted consultants and project team;
  • Collaborate closely with government partners and operators in strengthening control of imported timber to support legal timber importation and distribution;
  • Coordinate with government partners and timber associations to ensure the quality of implementation of activities related to due diligence and compliance checks;
  • Ensure quality of technical documents/manuals developed by consultants relevant for due diligence and compliance checks;
  • Ensure translation of relevant technical documents / manuals for due diligence and compliance checks into Vietnamese and the Vietnamese context;
  • Liaise, coordinate and network with key stakeholders relevant for the VPA FLEGT implementation as agreed with the project management;
  • Prepare and follow up on the implementation of activities related to import control at the pilot locations as agreed with the project management;
  • Backstopping and coaching for partners in analysing due diligent dossiers;
  • Prepare and ensure smooth implementation of trainings and coaching to partners to be organised by a team of consultant;
  • Ensure innovation and knowledge management as well as transmission of innovation to a wide range of persons, and integration of results and experiences;
  • Facilitate the development and implementation of workshops and seminars together with GIZ and VNForest;
  • Assist in technical researches/studies supporting the development and implementation of the VPA FLEGT;
  • Support daily operational aspects of all issues related to the project.

Minimum requirements:

  • University decree in forestry, agriculture, natural resources management, economics or related fields;
  • Proven experience in the forestry sector, especially with the timber industry;
  • Proven experience in working in the field of due diligence and compliance checks related to timber import;
  • Good understanding of the timber business in Vietnam and risks associated with timber trading and processing, incl. risks related to the source of imported timber
  • Good understanding of VPA-FLEGT and its implications on the whole wood sector (transformative change);
  • Good understanding of relevant international timber related legislation, e.g. EUTR, Lacey Act;
  • Good understanding of the government system especially related to import /export management as well as supply chain control of timber and timber products;
  • Proven experiences in working with different stakeholders, engaging participants and commitments of different stakeholders in project implementation;
  • 15 years of experience in forestry sector, timber supply chain and related businesses;
  • Understand processes while focusing on deliver concrete results;
  • Excellent communication and presentation skills;
  • Team work spirit and self-motivated;
  • Excellent in both English and Vietnamese;
  • Experience in import / export management, capacity building, timber associated risk management is an advantage.
