The project “Sustainable consumption and production (SCP) Outreach in Asia will support the development and implementation of eco-labels and sustainable consumption and production (SCP) patterns, particularly in the field of public procurement, in five Asian developing countries with the support of Thailand. SCP contributes to the reduction of GHG emissions and improved resource efficiency along the value chain. The project activities will be adapted to the specific country contexts and requirements within the framework of SCP.

The activities focus on strengthening institutions, including the provision of technical training courses to government officials, knowledge transfer and drafting integrated policy solutions on a regional level. This includes regional workshops for knowledge transfer between different implementation partners as well as stakeholder meetings to define cross-border core criteria for eco-labels and GPP in the ASEAN Economic Community (AEC). It is planned to support partner institutions in the different countries with the integration of climate friendly and low-carbon criteria into eco-labels through capacity development and awareness raising. This will be done with training courses, train-the-trainer packages and analyzing international GPP best practices to give guidance on how to adapt GPP strategies to the specific country context.

The project is funded by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) and implemented by GIZ and national country partners. The Project is seeking for a qualified local professional for the following position:

Senior Project Officer “SCP in Asia”
Duty station: Hanoi, Vietnam
Duration: 01.08.2019 until 31.12.2021

Main responsibilities:

  • Managing the national project activities in accordance with the project goals, expected results and activities agreed with the partner, team agreements and agreements with the superior
  • Liaising with and representing the project vis-à-vis partner organisations, donors and other stakeholders in the country
  • Provide regular technical input, facilitate discussions with governmental partners and collect, document and analyze information with regards to the support on project strategy and implementation
  • Support the work processes at the national level and facilitate synergies between the national and regional level work streams
  • Day-to-day operational management of the project support: guides project implementation, ensures timely provision of deliverables, controls quality, facilitates and coordinates the Inputs of short-term experts
  • National project management (monthly budgeting, M&E)
  • Daily administrative affairs, i.e. liaising with GIZ Office, counterparts, and other stakeholders; travel management, event organization, procurement of goods and services, letter/email/phone correspondences etc.
  • Compilation of event documentation, outputs and other documents e.g. consultant contract, timesheet, report
  • Regularly report to project head office in Bangkok
  • Other tasks assigned by Director or Co-Director

Minimum requirements:

  • Masters/MSc, preferably with a focus on environmental management/science/engineering or business/public administration
  • Experience with eco labelling, green public procurement or emission inventories is an advantage
  • Minimum of 5-8 years relevant occupational experience, expertise in project planning, coordinating, and in management experience
  • Experience in working with government institutions in regard to the environmental management.
  • Basic understanding of sustainable consumption and production, green public procurement and/or eco-labelling in Asian region.
  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • A proven track record in a managerial position
  • Ability to work independently and self-driven work.
  • Fluent written and oral communication of English and the local language
  • Possess good inter-personal skills related to team management and networking.
  • Willingness to occasional travel within the GMS region
