Founded in 1967, Netherlands Leprosy Relief (NLR) is a non-governmental and non-profit organization working to support and strengthen leprosy control and rehabilitation activities in countries where leprosy is still a prevailing health and/or social problem.

NLR has been supporting projects in Vietnam since 1981, initially in two areas of activity: leprosy control and rehabilitation of people with permanent disabilities as a result of leprosy. More recently, NLR has shifted and broadened its entire scope of support in Vietnam to rehabilitation and general disability issues regardless of its cause; and its Office in Hanoi has become the Regional Office for five Mekong Region countries (Vietnam, Cambodia, Laos, Thailand and Myanmar).

NLR is the current ILEP (International Federation of Anti-Leprosy Associations) coordinator for Vietnam, Laos and Thailand.

NLR Mekong Office in Hanoi is seeking a qualified, motivated and responsible Vietnamese national for the position of Senior Project Officer (disability & inclusive rehabilitation)

- experienced in working with disability issues and projects for persons with disabilities;
- strong writing skills; and proven successful grant proposal writing;
- experienced in project monitoring and good project report writing skills;
- who can well advocate and implement rehabilitation and inclusive participation elements in the NLR programs;
- who can work as a responsible, active and supportive team member in our office and in the field.

Job Purpose

The Senior Project Officer is responsible for acquisition, coordinating, monitoring, and reporting the disability and rehabilitation activities in the NLR program in Vietnam. Within the context of these activities, s/he will coordinate with relevant social organizations, authorities, agencies and services that support persons with disabilities in Vietnam.

Key Tasks and Responsibilities

- In charge of the NLR supported disability and integrated rehabilitation projects in Vietnam; coordinate, monitor and report the current NLR supported rehabilitation projects in Ca Mau
province and Ho Chi Minh City (HCMC);
- identify and assess potential partner organizations in the field of disability and rehabilitation for children and young adults; contribute to the development and acquisition of funding for new projects related to disability; contribute to the development of simple and practical monitoring and evaluation tools to measure the effectiveness and impact of the NLR supported program in Vietnam; be responsible for the timely production and submission of the plans of activity, budgets and narrative reports in accordance with NLR’s requirements.

In general

- Promote the NLR provided support in projects related to disability to raise local awareness, commitment and funding; support the strengthening of existing disability services in Vietnam following community-based rehabilitation (CBR) approaches and principles; support the production of Vietnamese translated publications, education and instruction material with regard to rehabilitation of people with disabilities; assist in disability-related workshops and training events in Vietnam; facilitate visits from abroad within the context of the NLR supported program in Vietnam; work as a team member in office and field and cooperate with other NLR staff and with other organizations within the context of the NLR supported program in Vietnam; any other task as assigned.

Selection criteria

- A minimum of a Bachelor Degree in any discipline related to disability issues, social development or public health, experience and skills could substitute for formal qualification;
- at least 7 years of experience with INGO development projects;
- experience with disability issues, inclusive participation, and networks of disability services;
- good grant proposal writing skills (= priority criterion);
- knowledge and experience with project management including baseline surveys, monitoring and evaluation;
- good project report writing skills (= priority criterion);
- good communication and administrative skills in order to work well with people at managerial level;
- fluent in spoken and written English;
- good computer skills;
- able to travel regularly at short notice;
- self-reliant and able to work with limited supervision.
