ORBIS International is a non for profit organization that works in developing countries to save sight worldwide. ORBIS prevents and treats blindness through hands on training, public education, improved access to quality eye care and partnerships with local health care organizations.  Since 1982, ORBIS has carried out programs in 90 countries enhancing the skills of more than 300,000 eye care professional and provided treatment for 1.8 million blind and visually impaired people.ORBIS began collaborating with Vietnamese eye sector in 1996 and opened the office in Vietnam in 2003.

To support the organizational transformation towards a high performance organization, the expansion of ORBIS’s programs in Vietnam and the growing of the organization, we are seeking a dynamic highly qualified candidate to join our country office in Vietnam as Senior Program Manager with detailed qualifications as outlined below.

JOB SUMMARY:

Under the direct supervision of the Country Director, s/he will facilitate the organizational change process to ensures effective execution of program resources, support organizational transformation drive toward a higher delivery quality and more effective and efficient of country program implementation, to achieve ORBIS ‘s strategic vision and goal in the context of organizational reform .

The Senior Program Manager plays a central role in the development and coordination of ORBIS programmatic activities in Vietnam including program management, research and evaluation, training design and coordination, contract management, report writing, and publications/materials development. S/he will ensure that all projects are consistent with ORBIS global policies and principles, Vietnam country strategic plans and in accordance with local laws.

ROLES AND RESPONSIBILITIES:

- Coordinate development, implementation and co-ordination of the annual country strategy planning, and annual operation plan
- Develop new project proposals, work plans  in accordance with the country strategy and donor guidelines, when required;
- Supervise programs team to ensure the timely, effective, quality and compliance of project implementation in accordance with approved project plans, policies and procedures, and core values, as well as donor requirements.
- Working with Monitoring and Evaluation staff to analyze data to evaluate current projects and also assist in planning for future projects
- Networking with partners and other stakeholders including representing ORBIS at events
- Co-ordinate and promote research and advocacy to support current and future programs
- Perform related duties as required by Country Director

REQUIREMENTS:

- Master’s degree or an advanced degree in Public Health, Development, or another relevant social science area
- Five to eight years of experience at senior level in managing international development projects/ program, preferably with INGOs, the UN or other international agencies
- Extensive experience in project development, implementation and monitoring, proposal writing and interaction with government officials, NGOs and potential donors 
- Experience in changing situations with capacity to overcome obstacles and recovers quickly from set-backs
- Experience in public health or eye care programs will be an added advantage.
- Dynamic, ability to take initiatives and adaptation with changes
- Consistently approaches work with energy and a positive, constructive attitude
- Demonstrated ability to manage a team and to foster team spirit and synergy.
- Excellent in spoken and written English and Vietnamese
- Strong leadership skill with demonstrated ability to motivate teams
- Able to interact with people of diverse cultural and professional backgrounds
