Senior Procurement and Logistics Officer

Chemonics International seeks a Senior Procurement and Logistics Officer (based in Hanoi, Vietnam) to support the USAID Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project. The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world.

In Vietnam, the project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain

The Senior Procurement & Logistics Officer will provide assistance in the procurement of key HIV/AIDS commodities and support capacity building activities for relevant government stakeholders

Principal Duties and Responsibilities (Essential Functions):

The Senior Procurement & Logistics Officer will:

  • Assist with implementing full-cycle procurement and logistics management of HIV/AIDS commodities for GHSC-PSM Vietnam’s operational needs. Duties may include:
    • Coordinate with Senior Quantification Advisor to finalize the requisition orders (ROs)
    • Submit ROs in the GHSC-PSM system
    • Follow up with relevant stakeholders (relevant Government of Vietnam (GOV) departments, Donors, GHSC-PSM/ Global Supply Chain (GSC) team at HQ, local contractor) to monitor order status, complete the procurement process and facilitate the importation and customs clearance to get the products into the country including obtaining importation permit and duty waiver.
  • Collaborate, support and monitor the performance of the local contractor in receiving, storage, transportation and distribution of HIV/AIDS commodities procured by the projects; ensuring the local contractor applying good storage and distribution) practice
  • In charge of collaborating with government stakeholders, local contractor to conduct the regular physical inventory check, annual commodities destruction (if any)
  • Assist in developing and maintaining procurement & logistics related documentation;
  • Maintain project’s filing, inventory, and tracking systems;
  • Contribute to preparation of procurement and inventory reports and requests for approvals and/or waivers, as needed;
  • Assist in capacitating relevant government agencies/staff on procurement and logistics to facilitate the procurement of antiretroviral (ARV) drugs, using health insurance budget and government ownership of the ARV supply chain management;
  • Maintain good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual;
  • Produce and/or provide inputs on annual workplan, routine and ad-hoc reports requested by donor/s and the Home Office;
  • Support the achievement of the overall project goals as required to ensure project performance;
  • Maintain effective working relationship with donor, government partners and other stakeholders;
  • Assist with other duties, as requested.

Qualifications:

  • Bachelor’s degree required;
  • At least three to five years of procurement and logistics experience, preferably in pharmaceutical field; relevant experience with USAID/ other donors procurement and logistics is a plus
  • Excellent interpersonal and communications skills;
  • Fluency in Vietnamese and advanced English required.

Location of Assignment

The location of assignment is Hanoi, Vietnam with intermittent travel throughout the country.

Supervision

The Senior Procurement and Logistics Officer will report directly to the Technical Director.
