Senior Planning Officer

Location: Based in Hochiminh city (or Lam Dong or Hanoi) with frequent travel

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+.

SNV is engaged in the project ‘Delivering Environmental and Social Multiple Benefits from REDD+ in Southeast Asia’ (MB-REDD+) 2010-2016, which provides advisory services to national government agencies (primarily the Vietnam Administration of Forestry - VNFOREST), and other stakeholders, to put into operation mechanisms to promote and demonstrate biodiversity performance as part of the national REDD+ programme. We are seeking for a national dynamic and qualified candidate for the position of Senior Planning Officer who will introduce multiple benefits into provincial REDD+ action planning processes in the pilot provinces of Ca Mau and Lam Dong.

Responsibilities

- Lead the integration of REDD+ multiple benefit considerations into planning processes in Ca Mau and Lam Dong provinces on a pilot basis
- Oversee the establishment of baseline scenarios for the Ca Mau Provincial REDD+ Action Plan
- Disseminate SNV REDD+ knowledge products and lessons on planning-based approaches to REDD+ multiple benefits at national and international levels
- Provide strategic direction and guidance for integrating multiple benefits into subnational planning processes
- Explore integration of SNV REDD+ participatory forest monitoring (PFM) and benefit distribution systems (BDS) into subnational planning processes for REDD+
- Facilitate training events on the integration of REDD+ multiple benefits into subnational planning processes
- Facilitate national political process to develop an operational framework for PFM
- Identify, design, and monitor short-term LCB assignments in developing planning based approaches to REDD+ multiple benefits

Candidate profile

- Master degree in public sector planning, environment, natural resources management or forestry
- Minimum of 7 years of relevant experience in natural resources management
- Proven track record in land-based public sector planning
- Good knowledge of REDD+ and multiple benefits (and risks)
- Experience with environmental and social safeguard frameworks and processes
- Extensive experience working with forestry and environmental institutions in Vietnam
- Knowledge of forest resource inventory and monitoring systems in Vietnam
- Familiarity with strategic environment assessment policy and practice in Vietnam
- Good planning and strong negotiating skills
- Excellent communication skills in Vietnamese and English
- Good computer skills in MS-applications (Word, Excel, Internet, Email, Power Points)

Contract Duration: SNV Vietnam offers one-year associate consultancy contract with the possibility of extension and a competitive salary package.
