Proposal Summary:

The USAID/Vietnam Support Service Contract will support USAID/Vietnam USAID staff and partners to implement more efficient, effective and transparent programs by improving: (1) USAID and implementing partners’ (IP) capacity to achieve expected results; (2) USAID’s understanding and tracking of project performance; and (3) coordination, collaboration and learning. The contract will focus on a combination of services focused on monitoring, evaluation and learning and on capacity building for USAID and its implementing partners, particularly local Vietnamese organizations.

Position Summary:

The senior monitoring, evaluation and learning specialist will have primary responsibility for delivering the monitoring, evaluation and learning results of this project. S/he will oversee evaluations, monitoring support for the USAID Mission and leadership of the creation and implementation of a learning agenda for the Mission.

Responsibilities:

  • Supervise all monitoring and evaluation (M&E) assignments conducted under the contract.
    • Work with the client to refine scopes of work for M&E assignments such as evaluations and support for strengthening performance monitoring.
    • Recruit and orient short-term consultants to conduct M&E assignments.
    • Oversee the design of evaluations, including details of data collection protocols for surveys, focus groups and key informant interviews; ensure analysis of data follows best practices.
    • Ensure M&E assignments are completed in accordance with USAID policy as delineated in ADS 201.
    • Troubleshoot assignments while they are underway and regularly liaise with USAID on progress.
  • Ensure the quality, timeliness and technological sophistication of services related to improving the integrity and usefulness of USAID/Vietnam’s monitoring and reporting systems.
  • Ensure the quality, relevance, technological sophistication and timeliness of MSI’s evaluations, analyses and assessments.
  • Deepen USAID/Vietnam’s existing learning capabilities and introduce improved avenues to learning.
  • Lead MSI’s contributions to USAID/Vietnam’s efforts to deliberately draw contextual, programmatic and operational learning from its monitoring, evaluation, analytical and assessment efforts.

Qualifications:

  • Master’s degree in a social science, development studies or related field preferred.
  • Eight (8) years of direct experience developing and managing evaluations, monitoring systems and/or conducting social science research.
  • Significant experience conducting program evaluations, preferably as a team leader or principal investigator.
  • Five (5) years of experience managing staff conducting monitoring and/or research efforts.
  • Demonstrated skills and experience in statistics and computations analysis preferred.
  • Three (3) years of experience living and working in developing country environments; experience working in Southeast Asia is strongly preferred.
