FHI 360 is an international, non-governmental organization that works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services, to promote the health and wellbeing of the Vietnamese people, particularly vulnerable and marginalized populations. FHI 360 is currently implementing programs with government and private sector partners that address HIV prevention, care & treatment, clinical research, health system strengthening, maternal and child health and nutrition, diagnostics, and laboratory services.

We are currently seeking a qualified and highly motivated Vietnamese national candidate to serve as (Senior) Monitoring and Evaluation Technical Officer (M&E TO), Tuberculosis (TB) for the USAID Sustainable HIV responses From Technical assistance (USAID SHIFT) project, based in Hanoi/HCMC. USAID SHIFT is a five-year contract managed by FHI 360 originally awarded to help local stakeholders achieve and sustain epidemic control. The purpose of USAID SHIFT is to strengthen human, organizational, and systems capacity to lead the national HIV and AIDS and TB response and deliver innovative enhancements in HIV and AIDS and TB services. USAID SHIFT is organized around two main areas to address both HIV and TB:

Provide direct service delivery to achieve targets in priority provinces and transition services in maintenance and priority provinces:

  • Task 1.1: Scale-up services along the entire CoPC in PEPFAR/Vietnam priority provinces and USAID TB priority provinces to achieve “90-90-90” HIV case-finding, care, and treatment targets, and to achieve TB and MDR-TB active case-finding, treatment and prevention targets.
  • Task 1.2: Maintain direct service delivery (DSD) and then fully transition ownership of remaining sites in maintenance provinces supported through the USAID SMART TA Project.

Provide demand-driven HIV/AIDS and TB technical assistance:

  • Task 2.1: Establish a demand-driven mechanism for technical assistance (TA) provision.
    • Subtask 2.1.1: Provide demand-driven TA at the national level and provincial levels to build sustainable HIV/AIDS and TB services and systems.
    • Subtask 2.1.2: Deliver demand-driven TA at the site level in priority and maintenance PEPFAR/Vietnam provinces and in USAID TB priority provinces to ensure quality and maintainable HIV/AIDS and TB services.

Position description:

The (Senior) M&E Technical Officer, TB will serve as key technical staff supporting the FHI 360 Vietnam country program in monitoring and evaluation the quality, relevance, and impact of both community and clinical activities in support of beneficiaries across the tuberculosis service cascade. Under the leadership of the USAID SHIFT Chief of Party and the Technical Director for Tuberculosis (TD TB), the (senior) technical officer will help monitor the local adoption of more effective and efficient practices with respect to intensified case finding, linkages to diagnostics and treatment, and retention in care. The officer will play an important role in helping to ensure the timely and accurate collection of critical program data and the routine application of data to continuous quality improvement of activities in designated communities and/or provinces. Finally, the officer will support the dissemination and sustainable local ownership and adoption of TB M&E systems introduced or supported by resources made available through the USAID SHIFT contract.

Main responsibilities:

  • Provides technical support to monitor intensified TB case finding, linkages to diagnostics and treatment, and retention in care in selected geographies. Provides technical assistance to ensure the quality of services in these settings.
  • Facilitates the coordination and timely delivery of demand-driven and needs-based technical assistance for TB M&E in selected geographies.
  • Supports the timely and accurate collection of critical TB program data and the routine application of data to continuous quality improvement of activities in designated communities and/or provinces.
  • Transfers skills and technical knowledge to build the capacities of local staff, NGO partners, and other counterparts to design, implement, monitor, and continuously improve TB services.
  • Facilitates the monitoring and evaluation of TB services and systems supported by USAID SHIFT, and the dissemination and sustained local adoption of those demonstrated to add value to the NTP.
  • Prepares technical protocols and papers, as needs and opportunities dictate.
  • Supports the development of sub-awards, subcontracts, consulting agreements, and other contractual or procurement mechanisms that comply fully with FHI 360 and donor policies, procedures, and regulations.
  • Performs other relevant duties as requested.

Experience and abilities for the position:

  • University degree in the medical or public health fields or equivalent years of experience; and experience with coordinating resources for large-scale international health projects.
  • Significant experience in providing TB services or technical assistance in Vietnam
  • Experience with U.S. government contractual requirements and experience working in an international NGO/PVO environment desirable
  • Well-developed written and oral communication skills in both Vietnamese and English
  • Ability to travel as necessary.
