Senior Finance Officer

PATH is currently seeking a Senior Finance Officer for the PATH office in Hanoi. Under the guidance and direction of the Office Admin and Finance Team Leader, the Senior Finance Officer's responsibilities will include:

- Manage office checkbook. Perform routine banking transactions and prepare monthly bank reconciliation statements.
- Prepare the field office monthly ledgers, vouchers, and expense reports for submission to PATH Headquarters by inputting all financial and accounting data into the computerized accounting system, with appropriate documentation of all transactions.
- Prepare monthly field office financial report (FOFR).
- Prepare staff payroll and benefits. Pay relevant taxes and insurances for staff and consultants. Track consultant expenses.
- Track records of sub-agreements, subcontracts, consultants, work orders, purchase orders, trainings/workshops/meetings payments, keep tracking system up-to-date and ensure timely payment.
- Maintain reconciliation of staff pension fund accounts and make sure amount for each staff is correctly calculated.
- Work with the Headquarters International Accounting Services to develop and update financial policies, procedures and practices and ensure compliance in the office.
- Provide training and coaching to Financial Officer of the Global Fund project and Office Financial Associate. Supervise them and serve as Performance Leader for them. Paritcipate in monitoring subgrantees under Global fund project.
- Serve as the office primary contact on financial issues. Orient new staff on office financial systems, policies, procedures and practices.
- Responsible for keeping track of changes in taxes and other financial regulations that apply to projects, office, staff and consultants.
- Work with internal/external auditors on office annual audit process.
- Network with financial staff from other peer organizations.

Required Skills

- Excellent skills in Microsoft Word and Excel.
- Quickbooks skills preferred.
- Well-organized and attention to details with good follow-through skills.
- Demonstrated success at mid management level.
- Good communication skills.
- Excellent written and spoken Vietnamese and English skills.
- Proven interpersonal skills and ability to work effectively in a team.
- Excellent written and spoken Vietnamese and English.

Required Experience

University degree plus a minimum of seven years relevant work experience or an equivalent combination of education and experience. Experience working with International NGOs a plus
