The International Climate Initiative (IKI) is an important part of the German government international climate finance commitment. Since 2022, the Federal Ministry for Economic Affairs and Climate Action (BMWK) has been the lead ministry for the IKI. The funding program cooperates with its founding ministry, the Federal Ministry for Environment Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), as well as the Federal Foreign Office. Through the IKI, the ministries jointly support approaches in developing and emerging countries to implement and ambitiously develop the Nationally Determined Contributions (NDCs) anchored in the Paris Agreement.

The IKI has agreed to support the Department of Climate Change (DCC) under MONRE to strengthen its coordination function for Viet Nam’s climate policy in general and specifically for the National Steering Committee for the implementation of Viet Nam’s Commitments at COP26.

In the context of that support, we are looking for the local professionals to fulfill the following positions:

Position Nr. 1:
Senior In-Country Facilitator “NDC implementation”
Duty Station: Hanoi, Viet Nam
Duration of Assignment: ASAP until November 2024 with possibility of extension
100% (full time)

Main responsibilities

  • Responsible for the coordination on NDC implementation, energy transition and net-zero commitments with development partners and government agencies, including regular meetings / dialogue on the implementation of COP26 commitments,
  • Coordinate the working group (WG) under the National Steering Committee on realization of Viet Nam’s commitment at the UN Climate Change Conference (COP 26) in coordination, monitoring and reporting on the status of NDC implementation,
  • Support the development of annual plans for the work of the Steering Committee and secure overall consistency of plans with the net zero commitment,
  • Facilitate the coordination with the climate change donor community to further mobilise technical and financial support for the implementation of Vietnam’s NDC,
  • Support the WG in preparing periodic and ad hoc reports,
  • Develop an annual work plan for policy dialogue between Development Partners (DP) and the National Steering Committee through regular and ad hoc technical meetings, prepare the meeting reports and share with all related partners,
  • Participate in the technical and policy dialogue sessions,
  • Support the monitoring and updating of the status of NDC implementation,
  • Recommend improvements for the effective operation of the WG,
  • Collaborate with ministries and provinces in harmonizing NDC implementation with the development activities,
  • Perform other duties in support of DCC

Minimum Requirements

  • Master’s Degree ideally in a subject related to at least one of the following fields: climate change, environmental sciences, energy, natural resources management, environmental policy, political sciences or a related field.
  • At least 8 years of professional working experience in project implementation and management. Work experiences abroad is considered an asset,
  • At least 3-5 years of professional working experience in a comparable position,
  • Profound knowledge through working experience of the Vietnamese climate change policy, legislation, institutional landscape, relevant implementation structures, responsibilities and planning processes,
  • Excellent knowledge of the Vietnamese government system as well as experience in engaging with development partners,
  • Good knowledge of the international climate change discussions and negotiations as well as of relevant international standards and methods in the area of mitigation,
  • Technical expertise in the area of energy transition would be an added advantage,
  • Excellent written and oral communication skills in English and Vietnamese, with analytical capacities and ability to synthesise relevant findings,
  • Excellent command of MS Office and good working knowledge of modern telecommunication systems.
  • Excellent self-management and coordination skills,
  • Creativity, proactivity and proper initiative towards results,
  • Excellent ability to share knowledge and experience, a good team player,
  • Demonstrated ability to work and produce - sometimes under high pressure - high quality outputs.

Position Nr. 2:
Facilitator “NDC implementation”
Duty Station: Hanoi, Viet Nam
Duration of Assignment: ASAP until November 2024 with possibility of extension
100% (full time)

Main responsibilities

  • Support the Senior In-Country Facilitator in coordination with the DCC and the national NDC implementation process, including organization of key meetings and dialogues
  • Assist the Senior In-Country Facilitator and advisors at the DCC in coordinating, developing, monitoring and reporting on the NDC implementation and specifically on activities related to NDC implementation in the sectors of energy, waste, agricultural or LULUCF.
  • Arrange and attend technical meeting related to sectors above,
  • Assist the Senior In-Country Facilitator in the process of collecting information on progress of NDC implementation and propose improvements for the process,
  • Together with the Senior In-Country Facilitator develop annual work plans for policy dialogue between Development Partners and the National Steering Committee for the implementation of Viet Nam’s Commitments at COP26,
  • Provide recommendations on administration, technical coordination and climate change issues during the process of NDC implementation,
  • Other works requested by supervisor, coordinator and advisers.
  • Perform other duties including administrative in support of DCC

Minimum Requirements
