PATH is seeking a Senior Clinical Officer who will work for ““The HepLINK: Accelerating hepatitis B&C virus diagnosis and treatment through community-based screening and linkage to care in Vietnam” from September 1, 2020, to February 28, 2022”.

The Senior Clinical Officer will provide technical oversight for clinical services, take lead in training and capacity building activities to deliver high quality clinical services, provide technical assistance, monitoring, continuous quality improvement for health facilities, coordinate distant consultation and technical assistance from tertiary level to secondary and primary health care level for effective decentralization of HBV/HCV diagnosis and treatment. Key responsibilities include:

Responsibilities:

  • Participate in developing the overall strategy and lead implementation of HBV/HCV activities as part of the HepLINK project in accordance with the national hepatitis elimination strategies, international recommendations, annual project work plans and monitoring and evaluation plans
  • Lead development of standards operating procedures (SOPs), training curricula, and job aids to support delivery of quality clinical services
  • Provide technical assistance to project partners in setting up clinical services and functional referral network to ensure that clinics operate smoothly
  • Monitor sub-agreements, sub-contractors and consultants (as assigned) to ensure they implement project activities timely and effectively and achieve project targets
  • Continually assess status of HBV/HCV policies, mechanisms for collaboration, and services in target oblasts, undertaking surveys and interviews with patients, providers, and health authorities, as required
  • Lead implementation of the training program to promote expansion of quality HBV/HCV prevention and case management, including the curricular development, conducting training events, and on-job mentoring
  • Participate in the Ministry of Health’s working groups on the national hepatitis virus elimination strategy
  • Contribute to and implement monitoring and supervision plan to ensure the proper coverage and high-quality, timely implementation of reforms and interventions and good communication with key stakeholders at all levels
  • Contribute to preparing annual work plans for implementation of HBV/HCV activities, as well as reports
  • Actively participate in project advocacy and results dissemination through meetings, conferences, webinars, roundtables, publications, etc
  • Travel to program sites as requested
  • Perform other tasks as assigned

Required Experience:

  • Advanced degree (Medical, Masters or PhD) in health or social sciences
  • A minimum of eight (8) years of experience working in the health sector with demonstrated experience in implementing innovative HBV/HCV programs
  • Demonstrated skills in clinical services
  • Demonstrated knowledge of international approaches to HBV/HCV program and case management
  • Skills and experience organizing teams to produce high-quality materials, project documents, reports and analytical reviews on planned deadlines is necessary, along with experience in monitoring and evaluation of implemented programs in HBV/HCV
  • Demonstrated skills and experience in working with government, the private sector and civil society organizations in Viet Nam context
  • Strong planning, organization, and time management skills
  • Strong skills in development and conduction of training events, meetings and other project-related activities
  • Strong skills in development of frameworks for effective monitoring and evaluation events, tools for monitoring and evaluation relevant to Project goals and objectives
  • Ability to develop and implement the advocacy strategy for support implementation of Project goal and objectives
  • English language fluency required
  • Vietnamese language fluency required
  • Ability to travel domestically

Must have legal authorization to work in Vietnam.
