Project Objective:

SI is implementing the USAID/Vietnam Learns Contract. The scope of the five-year project is to support USAID/Vietnam staff and partners to implement more efficient, effective, and transparent programs by improving: (1) USAID and Implementing Partner (IP) capacity to achieve expected results; (2) USAID’s understanding and tracking of project performance; and (3) collaboration, learning, and adapting (CLA).

Background and Purpose

USAID Learns is supporting USAID/Vietnam in exploring opportunities to address climate change in the Mekong Delta, and will undertake rapid local consultations to better understand existing efforts, interests, and barriers to change in the region, and propose recommendations to refine and/or better target the project’s interventions. This is intended to be a rapid effort to inform design and identify areas for further exploration at a later date.

Position Description

USAID Learns seeks a well-connected and knowledgeable senior climate resilience consultant to support this consultation effort. The consultations will support the Mission in understanding the context to support climate resilience in the Mekong Delta. The consultations will focus on a few key questions that may be answered through engagements with national and local stakeholders. The following indicative questions illustrate the likely focus areas of the consultations (these are subject to change will be finalized through discussions with USAID):

• Who are the key actors shaping climate resilience in the Mekong Delta? What are they doing at present and why?
• What is the nature and scale of climate resilience efforts at present?
• How are local people adapting and responding to climate change in the Mekong Delta?
• Where is there existing momentum to achieve the target objectives?

Methodology

To deliver the assignment, the team will conduct a desk review and hold discussions with key stakeholders. The team will also conduct one field trip to 1-2 provinces (still to be identified) based on the internal identification of high potential provinces (e.g., those with existing relationships with USAID/Vietnam; those seen to be potential champions; or with existing entry points).

Rapid desk review

• Government of Vietnam (GVN) policies, directives, decrees, public statements, etc.
• Reports developed by donors, global funds, and local organizations related to climate resilience in the Mekong in the last three years.
• Programming of other donors and non-state actors.

Local consultations

• USAID Mission and Embassy staff concerned with climate resilience
• GVN representatives, including relevant ministries, provincial government representatives, and others.
• Local and international organizations
• Private sector stakeholders

Deliverables

1. Summary findings: High level findings to be produced in a format agreed upon with USAID. This will review conclusions from the desk review and consultations, and make recommendations where possible.
2. Facilitated discussion reviewing the findings of the consultation: Learns will organize a discussion with USAID and other relevant stakeholders to review the findings and implications for joint USAID and GVN programming.

Responsibilities

The Senior Climate Expert will be responsible for:

• Gathering and analyzing documents for the desk review
• Arranging and leading local consultation efforts at national level and in the Mekong Delta region
• Supporting analysis of consultation findings
• Supporting reporting and presentations to USAID, including formulation of programming recommendations

Implementation Plan

This assignment is set to commence on August 15, 2022. The tentative implementation plan is outlined as follows.

The Senior Climate Resilience Expert will report to the USAID Learns Senior Governance and Learning Specialist, who will be accountable for all deliverables to USAID. The Expert will also be supported by a coordinator from USAID Learns. The consultancy will be delivered in Hanoi, Vietnam, with a field visit to the Mekong Delta.

Timelines: August 2022 – November 2022

Level of effort (LOEs): up to 45 days

Required qualifications

• Master’s degree or higher, with preference for a degree relevant to climate policy, agriculture policy, or similar
• At least 10 years of experience specifically focused on supporting climate and agriculture policy and/or programming, particularly focusing on the Mekong Delta
• Extensive understanding of the Vietnamese context, including demonstrable access to a network of informed advisors and policymakers at national level and within the Mekong Delta region
• Strong experience conducting local consultations and using findings to inform programming
• Very strong analytical and presentation skills are essential
• High degree of fluency in English and Vietnamese reading, speaking and writing is required
• Experience with supporting stakeholders to make use of consultation findings is strongly preferred.
